The seal registration certificate is an important document required for real estate registration and vehicle registration, among other things.
As a general rule, the individual must apply for seal registration in person at the counter to prevent unauthorized registration and misuse by others. In unavoidable circumstances, an application for seal registration can also be made by an agent, but a power of attorney is required.

People Who Can Register a Seal

Residents registered in Inagi City can register one seal per person.
Note Those under 15 years old and those who do not have the capacity to act cannot register.

Unregisterable Seals

  • The size of the seal impression is either smaller than a square with a side of 8 millimeters or exceeds a square with a side of 25 millimeters.
  • Names, surnames, and aliases that are not represented by any combination of those registered in the Basic Resident Register (Certificate of Residence)
  • Items already registered by members of the same household
  • Items other than name, such as occupation and qualifications
  • Unclear seal impressions or those where the characters are difficult to distinguish
  • Items that are prone to deformation, such as rubber stamps
  • Other seals that are not suitable for registration

How to Apply by Yourself

Necessary Items

  • Registered Seal
  • Identity verification documents issued by government agencies with a photo (any of the following 1 to 8, valid within the expiration date)
  1. Driver's License
  2. Passport
  3. Basic Resident Registration Card with Photo (Juki Card)
  4. My Number Card (Individual Number Card)
  5. Disability Certificate
  6. Other identification certificates, permits, licenses, etc. issued by government offices that have a photo attached and are embossed, perforated, or stamped with an official seal.
  7. Residence Card or Special Permanent Resident Certificate
  8. A guarantee certificate for those who have already registered their seal in Tokyo
    (The guarantee certificate can be downloaded from the Application Form download "Forms Related to Seal Registration and Certificates" page. It is also available at the Citizen Affairs Division counter and at the Hirao Branch Office and Wakabadai Branch Office.)

Notice If the guarantor resides in Tokyo outside of Inagi City, it is necessary to attach the guarantor's seal certificate (issued within the last 3 months).

Method to Verify Identity

If you bring documents to verify your identity

Registration is complete after confirming your identity by any of the methods from 1 to 8 above.
A seal registration certificate (card) and a seal registration proof can be issued on the same day.

If you do not have the documents corresponding to items 1 to 8 above (those who bring a Health Insurance Card, Pension Booklet, etc. fall under this category)

  1. To confirm the registrant, we will send the "Inquiry and Response Form" to your home by mail with no forwarding.
  2. Please bring the "Inquiry and Response Form" filled in the response section and the following items within 30 days from the date of application registration.
    • If the person brings the response document
      please bring one of the following documents.
      1. Health Insurance Card
      2. Pension Book (Certificate)
      3. Employee ID (Student ID) with attached photo
      4. Other documents that can verify identity
    • If the representative brings the response document
      Please bring a document that can verify the identity of the representative (any of the documents listed in 1 to 12 above).

How to Apply Through a Proxy

Same-day registration (issuance of seal registration certificate (card) and seal registration certificate on the same day) is not available.

  • Documents that can verify the identity of the agent themselves (such as a driver's license)

Method to Verify Identity

  1. To confirm the registrant, we will send the "Inquiry and Response Form" to your home by mail with no forwarding.
  2. Please bring the "Inquiry and Response Form" filled in the response section and the following items within 30 days from the date of application registration.
    • If the person brings the response document
      Please bring one of the documents from 9 to 12 above.
    • If the representative brings the response document
      Please bring a document that can verify the identity of the representative (any of the above 1 to 12).

Regarding Re-registration

When requesting a seal registration certificate, it is necessary to present the seal registration certificate (card).
If you lose your seal registration certificate, you will not be able to request a seal registration certificate, so you will need to go through the re-registration process. Additionally, if you wish to change the registered seal, it will also require re-registration.
Note: "Seal re-registration" refers to the process of canceling the previous registration and registering again. The re-registration process is the same as the new registration process. (See above)

  • Note 1 A re-registration fee of 300 yen for reissuance of the seal registration certificate is required.
  • Note 2 The procedure by an agent requires a power of attorney, just like during new registration.

Open hours are from 8:30 AM to 5:00 PM
Notes: On holiday open days, hours are from 8:30 AM to 11:45 AM and 1:00 PM to 5:00 PM
Note: Holiday openings are only at City Hall.

Important Information (Regarding the Issuance of Seal Registration Certificates)

  • When obtaining a seal registration certificate at City Hall or a Branch Office, please be sure to bring your seal registration certificate (orange card). It cannot be issued with a My Number Card.
  • To obtain a seal registration certificate (convenience store issuance service) at a convenience store, a My Number Card (with a user electronic certificate) is required.
