My Number Card Overseas Continued Use
Japanese citizens who have a My Number Card and are moving abroad should submit a "Continued Use Abroad" application along with their notification of moving out.
- Note:You must complete the procedure by the day before the planned departure date. After the planned departure date, you will not be able to proceed with the procedures for continued use abroad, and the My Number Card will become invalid.
- Note:Foreign residents cannot complete the procedure for continued use from abroad, so it is necessary to return the My Number Card at the same time as submitting the notification of moving out.
Required Documents
When the person themselves or a member of the same household comes to the office
- My Number Card(Verification of the 4-digit PIN set at the time of issuance will be conducted)
- Identification documents for visitors (such as driver's license or passport) Note: Not required if the person is visiting in person.
Points to Note
- If you are processing for members of the same household, please bring the My Number Card for all household members, and if you can verify each person's 4-digit PIN, one household member can complete the procedures on behalf of everyone (Please confirm the 4-digit PIN with the individual in advance).
- If you are unable to enter a 4-digit PIN, you will need to reset your PIN. For more details, please see "My Number Card PIN Reset and Change."
- The electronic signature certificate included in the My Number Card will become invalid due to relocation. If a new one is to be issued, the individual must come to the office in person to complete the procedure.
- However, if you are completing the procedures on the same day as your move and have the necessary items with you, a household member can complete the procedures on your behalf.For detailed procedure information, please see below "Issuance of Electronic Certificate for Signature of Household Members (Simultaneous with Moving Abroad)".
When a voluntary agent (someone other than the individual or a member of the same household) comes to the office
- Personal My Number Card
- Identification documents of the agent (such as driver's license or passport)
- Sealed Power of Attorney [My Number Card Address and Name Change Procedure for Separate Households]
Points to Note
- Please place the power of attorney in an envelope and seal it with glue or similar, and ensure that the representative cannot see the PIN number while holding it (if you bring the envelope unsealed or opened, the procedure cannot be completed).
- Staff will open the envelope and enter the PIN on behalf of the individual to proceed with the process.
- If the PIN number is different, the procedure cannot be completed.
- If you wish to issue a digital certificate for signatures, the procedure will not be completed on the same day (you will need to come to the office again at a later date).
- When a proxy submits a notification of transfer, it is necessary to prepare both the "Power of Attorney for Notification of Transfer" and the "Power of Attorney [My Number Card Address Change Procedure for Separate Households]."
Those who had issued a digital certificate for signatures
The signature electronic certificate will be automatically invalidated.
If you wish to issue a new one, please bring your My Number Card.
Additionally, verification of the My Number Card's PIN (two types: 4 digits and signature electronic certificate) is required. For details, please refer to "About Electronic Certificates for My Number Card (Individual Number Card)."
Issuance of electronic certificates for signatures of household members (simultaneous with overseas transfer)
If you submit the moving-out notification and complete the procedure on the same day, and you bring the necessary items, a household member can complete the procedure on your behalf.
If the procedure cannot be completed on the same day as the moving-out notification, a household member cannot complete the procedure.
- Personal My Number Card

- If you are processing for multiple people, a "3. Power of Attorney [My Number Card Address Change Procedure / Notification on the Same Day for the Same Household]" is required for each person.
