Off-Street Parking Registration System
1. Parking lots subject to notification
Parking lots that meet both of the following two requirements are subject to notification.
(1) Parking lots for general public use
This refers to parking lots that can be used by an unspecified number of people and charge a usage fee. This includes hourly rental parking lots and paid parking lots attached to commercial facilities or hospitals that are used by an unspecified number of people.
(2) Parking lots with a total area of 500 square meters or more for public use
Parking lots with a total area of 500 square meters or more (excluding areas for vehicle parking such as driveways and management rooms) are applicable.
2. Destination for Notification and Process Flow
If you install a parking lot subject to notification within Inagi City, the notification destination will be the Management Division of Inagi City.
3 Structure and Equipment of Off-Street Parking Lots
The location of the entrance and exit facilities of off-street parking lots, the width of the access roads, and other structures and facilities must comply with the standards specified in Article 11 of the Parking Lot Law.

Notification Based on the New Barrier-Free Law
The Act on Promotion of Smooth Mobility for Older Adults, Persons with Disabilities, etc. (Barrier-Free New Law) was enacted on December 20, 2006, and when establishing designated off-street parking lots, compliance with the standards set forth by the ministerial ordinance is mandatory (Article 11 of the Act). A notification is required if the following conditions are met (Article 12 of the Act).
1. Targeted Specific Off-Street Parking Lots
Registered parking lots (off-street parking lots with an area of 500 square meters or more that are used for parking and charge parking fees) that are not parking lots as road accessories, parking lots as park facilities, or parking lots attached to buildings.
(Note) Roofless lift parking lots are not considered buildings.
2 Standards for Structure and Equipment (Ministry of Land, Infrastructure, Transport and Tourism Ordinance No. 112)
- Facilities for wheelchair users must be provided in at least one location. (Excluding motorcycle parking)
- Width: 3.5 meters or more
- Display for parking facilities for wheelchair users
- Establish the route for smooth movement of off-street parking as short as possible.
- At least one route from wheelchair-accessible facilities to roads, parks, squares, or other open spaces must be made accessible for Older Adults, persons with disabilities, and others.
3 Notification (Ministry of Land, Infrastructure, Transport and Tourism Ordinance No. 110)
Two copies of the following submission documents are required.
If you are making a notification based on the Parking Lot Act at the same time, you can submit the notification by attaching the following documents to the notification based on the Parking Lot Act.
- Documents to be attached to the application for the installation (change) of off-street parking
- Floor plan showing parking facilities for wheelchair users, smooth movement routes, and other major facilities (1/200 scale or larger)
In the case of only submitting a new notification based on the new barrier-free law
- Notification of Installation (Change) of Specific Off-Street Parking Lot
- Topographic map showing the location of specific off-street parking lots (1:10,000 or larger)
- Site plan of designated off-street parking area (1/200 or larger)
- Floor plan showing parking facilities for wheelchair users, smooth movement routes, and other major facilities (1/200 scale or larger)
