During the occurrence of earthquakes and other disasters, phone calls to the affected areas become concentrated, making it difficult to get through. To avoid the impact of such communication congestion and to facilitate smooth confirmation of safety and communication of evacuation locations with family and acquaintances, various telecommunications companies provide the following "Disaster Message Service" through landlines, mobile phones, and the internet.

Disaster Message Dial (171)
In the event of a disaster, you can record (register) safety information (messages) by voice to fixed phone numbers, mobile phone numbers, etc., and play back (confirm) that voice from anywhere in the country.
Operation Procedure
- Dial 1 7 1.
- Follow the guidance and dial 1 for recording and 2 for playback.
- Dial the phone number of the person you wish to contact according to the guidance.
- You can record and play back messages.

The disaster message dial can be used from landlines, public phones, ISDN, mobile phones/PHS, and IP phones.
Disaster Message Board (web171)
The disaster message board (web171) is a message board that uses the internet to confirm the safety of those in disaster-stricken areas.
Operation Procedure
- Disaster Message Board (web171) Access URL: https://www.web171.jp/.
- Please enter the landline or mobile phone number of the person you wish to contact.
- You can register and check messages.
The Disaster Message Board (Web171) is linked with the "Disaster Message Dial," allowing for mutual confirmation of the messages registered in each system.
Disaster Message Board (Mobile Phone Companies)
With the internet connection function of mobile phones and PHS, people in the disaster area can register messages in text, and messages can be checked from all over the country based on the mobile phone or PHS number.
How to Register a Message
- Access the disaster message board from mobile phones and PHS.
- Select "Registration" in the "Disaster Message Board". (Registration can only be accessed from mobile phones and PHS within the disaster-affected area.)
- Select from options such as "Safe" regarding the current status, and optionally enter a comment within 100 characters.
- Finally, press "Register" to complete the registration for the bulletin board.
How to Check Messages
- Accessing the disaster message board.
- Select "Confirmation" in the "Disaster Message Board." (Confirmation can be accessed from all over the country.)
- Enter the mobile phone or PHS number of the person you want to check on and press "Search".
- A list of messages will be displayed, so please select the message you want to check the details of.

The disaster message service can be experienced on the following dates, even when there is no disaster occurrence.
- 1st and 15th of every month
- New Year's Three Days (January 1 to 3)
- Disaster Prevention and Volunteer Week (January 15 to 21)
