Tokyo Metropolitan Transportation Free Pass (Persons with Physical Disabilities, Persons with Intellectual Disabilities, War Wounded and Sick, Atomic Bomb Survivors, Public Assistance Households, Japanese Remaining in China, Households Receiving Child Allowance, Recipients of Assistance)

You can use Tokyo Metropolitan Transportation (trams, buses, subways, Nippori-Toneri Liner) for free or at a discount (please choose either a Silver Pass or another option if you are over 70 years old).

Application Method

Please submit the old ticket along with the above certificate when applying for renewal.
Renewal applications can be submitted from the first day of the month of your birthday during the validity period.

Discount Rate

1. Free for the individual
2. If a caregiver accompanying a holder of the Physical Disability Certificate or the Love Certificate is present, they can present the certificate and free pass to purchase a ticket, receiving a 50% discount on both regular tickets and commuter passes (however, bus commuter passes are discounted by 30%).

Validity Period

For ticket A, until the end of the last birthday month within 3 years from the date of issue.
For ticket B, until the end of the birthday month.

PASMO

• You can exchange magnetic free ride tickets for PASMO (IC card type).
• The exchange locations are the Toei Subway ticket offices (excluding Motoyawata Station) and the Nippori-Toneri Liner ticket office (Nippori Station).
• If you do not have a PASMO, a deposit of 500 yen is required.

(One set of two Disability PASMO cards can be purchased for one adult with a Type 1 Physical Disability Certificate or Type 1 Intellectual Disability and one caregiver. For more details, please contact the Toei Transportation Customer Center at 03-3816-5700 or fax 03-3812-7640.)

Issuance of Toei Transportation Pass (for Persons with Mental Disabilities)

You can ride Tokyo Metropolitan Transportation (trams, buses, subways, Nippori-Toneri Liner) for free. However, holders of Silver Passes and other free ride tickets are not eligible.

Individuals holding a mental disability health and welfare certificate residing in Tokyo

Application and Issuance Counter

Please apply at the Disability Welfare Division or at the ticket sales offices for the Tokyo Tram, Toei Bus, Toei Subway, and Nippori-Toneri Liner within the 23 wards (excluding Motoyawata Station).
The issuance windows are as follows, depending on the type of ride certificate.

• Paper tickets ... Disability Welfare Division and Tokyo Tram and Toei Bus Pass Sales Office
• Magnetic tickets and IC cards ... Sales locations for commuter passes for the Tokyo Metropolitan Subway and Nippori-Toneri Liner

Procedure

Please present your mental disability welfare handbook at the application counter and fill out the necessary information on the Application Form. It will be issued on the spot. Please note that it cannot be issued with an expired handbook or a copy of the handbook application form.

Validity Period

It is valid for 2 years from the date of issue. Renewal procedures can be done from 13 days before the expiration date.
