In light of the increased burden on lives and lifestyles due to soaring prices, low-income households that have a particularly large impact on household finances (households where the 2020 resident tax per capita rate is not taxed, households whose household finances have suddenly changed, and 2020 resident tax per capita rate only) 70,000 yen per household (100,000 yen for households subject to per capita payment only).

Confirmation must be submitted in order to receive benefits. When you receive the confirmation, please check the contents, fill in the necessary information, and return it with attached documents if necessary.

1-3 Resident tax exempt households, etc. who have not received the 30,000 yen benefit and have not received a confirmation letter

You may not receive a confirmation letter in the following cases. In that case, you will need to apply by mail.

  • Among households that include people who moved in after January 2, 2020, tax information could not be confirmed in Inagi City.
  • Among households that include people who moved in after January 2, 2020, households that include those who have not filed their resident tax for 2020

Fill out the necessary information, and submit identification documents, bank account information, and residence tax exemption certificate for 2020 for all people who moved in after January 2, 2020 (address as of January 1, 2020) Please be sure to enclose a copy of the document (issued by the local government).

Application forms can be obtained from the city website or at the counters of city public facilities (city hall, Wakabadai/Hirao branch office, each cultural center).

2 Households with sudden changes in household finances

An application is required to receive benefits.

How to obtain the application form

Application forms can be obtained from the city website or at the counters of city public facilities (city hall, Wakabadai/Hirao branch office, each cultural center).

2 Please attach the following required documents. (both)

  • Copy of identity verification document
  • Copy of transfer account information
  • Copies of documents that can confirm income, expenses, etc. for the month in which the household finances suddenly changed.

Please put all of the above information in an envelope and apply by mail.

Judgment method

(1) Income (income)
Economic status is estimated based on the monthly income of the month in which the household budget suddenly changed from December 2020 to April 2020. (You may be asked to submit proof of income for the previous month to confirm any sudden changes.)
There are four types of income: salary, business, real estate, and pension.
If income does not meet the requirements, one year's income can also be used. (Any monthly income from December 2020 to April 2020 x 12)
Note: Tax-exempt income (survivor's pension, etc.) is not included.
(2) Persons subject to judgment We will judge the income of all household members who are subject to the per capita inhabitant tax for 2021.
(3) Household situation Judgment will be made based on the situation at the time of application.
Note 1: Households that include people who belong to households that have already received benefits are not eligible.
Note 2: Household separation at the same address after the day after the reference date (December 1, 2020) will be considered the same household, and if one household registered as a resident at the same address receives benefits, Payment to the other household is not allowed.

Who will receive the benefits?

The eligible recipient will be the head of the eligible household (as of the reference date).

Can I receive both the resident tax-exempt household benefit and the household sudden change household benefit?

It is not possible to receive both benefits for households exempt from resident tax and benefits for households with sudden changes in household finances.

I received the temporary special benefit for households exempt from residence tax (30,000 yen) in 2020, but can I receive the temporary priority support benefit for households exempt from residence tax (70,000 yen) for 2020? ?

Households that received benefits previously paid, such as the temporary special benefit for households exempt from resident tax (30,000 yen) and the emergency support benefit for price hikes (50,000 yen), are also eligible for the current 2020 resident tax exemption. If you meet the requirements for temporary priority support benefits such as tax-exempt households, you will be eligible for the payment again.

When will I receive the "Payment Notification"?

The "Notice of Payment" to be sent to households exempt from resident tax who are receiving the 30,000 yen provided by Inagi City will be sent on Monday, January 15, 2020.

When will the "confirmation letter" be sent?

Confirmation letters to households exempt from resident tax who have not received the 30,000 yen provided by Inagi City will begin to be mailed from February 1, 2020 (Thursday).
Confirmation letters sent to households subject to only the per capita resident tax rate are scheduled to be sent after February 7, 2020 (Wednesday).

When will I receive my benefits?

  • Households that have received payment notifications (orange envelopes) will receive payments in sequence from February 7, 2020 (Wednesday) onwards.
  • Households who receive a confirmation letter (pink envelope) should fill out the necessary information and return it with attached documents as necessary. Payment is scheduled to be made within one to one and a half months after receipt.
  • Households that have submitted an application will be notified within two weeks of whether the payment has been made or not. If the payment is decided after that, the payment is scheduled to be made within one to one and a half months after receiving the payment.

Note: Confirmation letters and application forms may take longer if there are any defects in the documents.

How do I receive my benefits?

As a general rule, it will be a transfer to the bank account in the name of the householder.

What should I do if the head of the household is physically disabled and cannot sign the confirmation form or application form himself?

If you have difficulty returning the confirmation letter or submitting the application form in person, a representative can do it for you.
Applications can be made on behalf of a member of the applicant's household, a legal representative, a relative, or anyone else who regularly takes care of the applicant and is specifically approved by the mayor.
In the case of a confirmation letter, please fill out the proxy information in the delegation column on the back and attach the required documents. In the case of an application, please submit a copy of the identity verification documents of the head of household and the representative.
Note: If, due to circumstances, you would like to transfer funds to a bank account other than the head of the household, please contact us.

Are foreigners eligible for benefits?

Foreigners are also eligible for the benefit if they are registered as residents in Inagi City as of the reference date (December 1, 2021), and if all members of the household are not subject to the per capita resident tax rate for 2020. Masu.
Note: Households in which there is a person who has notified that a tax treaty applies will not be subject to the per capita resident tax rate on the reference date.

Are welfare recipient households eligible for benefits?

What are the criteria for households with sudden changes in household finances?

Among households other than those eligible for the benefit for residential tax-exempt households, households that meet the following requirements 1 and 2 are eligible.

  1. An unexpected decrease in income from December 2020 to April 2020
  2. Estimated annual income of all household members who are subject to per capita resident tax for 2020 (any monthly income from December 2020 to April 2020 x 12) is below the resident tax (per capita) exemption (equivalent) level.

I am evacuating due to domestic violence from my spouse. In a household with a resident record, the spouse received the benefit. Can I not receive benefits?

Even if a household with a resident record (spouse, etc.) has already received benefits, if you meet the requirements (proof of being evacuated from DV and income requirements), you can apply for the municipality where you currently live. You can receive benefits from the municipality.

Please be careful of scams pretending to be benefits!

Inagi City may contact you at your home, etc., but we may ask you to operate an automated teller machine (ATM), ask for your cash card or credit card PIN, or charge a fee for payment. We will never ask you to transfer money.
