About Buried Cultural Properties
Buried cultural properties refer to cultural properties such as remains of dwellings and artifacts like pottery that are buried in the ground. Additionally, land where the existence of buried cultural properties is known (known buried cultural property sites) is mainly referred to as archaeological sites. Currently, 161 archaeological sites have been confirmed in Inagi City.
If you plan to carry out construction work or similar projects in known buried cultural property sites, you must submit a notification at least 60 days before the start of construction. If you have a construction plan, please consult the Lifelong Learning Division.
Inquiries about Buried Cultural Property Sites
For inquiries regarding whether a site corresponds to buried cultural properties, please visit the Inagi City Local History Room located on the 2nd floor of the Hirao Friend Complex. Please bring a guide map or a map that indicates the planned project site. If you are far away, inquiries can also be accepted through a dedicated form.
To ensure the accuracy of the relevant areas of the site, we ask for your cooperation as responses will be handled either at the counter or through the dedicated form.

Notification of Excavation of Buried Cultural Properties
If the location where civil engineering works are to be carried out falls under a site of buried cultural properties, it is necessary to submit a notification based on Article 93 of the Cultural Property Protection Act.

Notes
- Please submit to the Lifelong Learning Division Cultural Property Desk on the 2nd floor of the Inagi City Local History Room by 60 days before the start of construction.
- The number of copies to be submitted is 2 copies. (Original → For submission to Tokyo Metropolitan Government, Copy → Inagi City record)
- Please submit all documents, including drawings, in A4 size.
- The submitter must be either a landowner, construction entity, or responsible executor.
After submitting the excavation notification for buried cultural properties
The submitted documents will be sent from the Inagi City Board of Education to the Tokyo Metropolitan Board of Education, and the respondent will receive a response document in about two weeks. Whether an archaeological survey is necessary will be determined based on the categories below.
Since the notifier will consult with the Inagi City Board of Education, please contact the Lifelong Learning Division when you receive a notification.
If an excavation survey is conducted before construction
- In cases where buried cultural properties are excavated due to construction, etc.
- In cases where the installation of embankments, temporary structures, etc. may affect buried cultural properties.
- In the case of installing permanent buildings, roads, etc.
In this case, the investigation costs are to be borne by the Business Operators.
When conducting exploratory and confirmation surveys
- In surface observations, it is not possible to determine the presence or absence of buried cultural properties, and it is necessary to confirm their presence or absence.
- When buried cultural properties exist and excavation surveys are required, it is necessary to understand the details and nature more thoroughly.
In this case, a partial excavation survey will be conducted by the city in advance.
In the case of an on-site investigation
- If the planned excavation depth does not reach the archaeological layer
- In cases where there are sparse remains in the area based on past survey results
- In the case of small-scale construction
In this case, city staff will be present during the foundation work to confirm whether there is any impact on buried cultural properties.
If the presence of remains or similar is confirmed during the observation, a preliminary investigation may be conducted.
In case of careful construction
- In the case of areas where a preliminary survey has already been conducted
- In the case of already leveled areas
Even in such areas, please be considerate when carrying out projects to ensure that there is no impact on buried cultural properties.
