About regular inspections

Maintenance and management of hazardous materials facilities

Owners of all hazardous materials facilities are obligated to maintain the technical standards of their location, structure, and equipment, and must constantly inspect their hazardous materials facilities themselves.
In addition, owners of the hazardous materials facilities listed below are required to conduct periodic inspections, create inspection records, and retain them for a certain period of time . (Although there is no obligation to report to the fire department, you may be asked to submit these materials.)

Facilities subject to regular inspections
Targeted hazardous materials facilities Quantity, etc. of hazardous materials stored or handled
manufacturing plant Items with a multiple of 10 or more of the specified quantity or an underground tank
Indoor storage Multiple of specified quantity is 150 or more
Outdoor tank storage The specified quantity is a multiple of 200 or more
outdoor storage The specified quantity is 100 or more times
underground tank storage all
mobile tank storage all
Refueling office Those with underground tanks
Transfer handling office all
General handling office Items with a multiple of 10 or more of the specified quantity or an underground tank

(Note) The following hazardous materials facilities are excluded:

  • Hazardous materials facilities that have safety regulations pursuant to the provisions of Article 19, Paragraph 1 of the Mine Safety Act
  • Hazardous materials facilities that have established harm prevention regulations pursuant to the provisions of Article 28, Paragraph 1 of the Explosives Control Law.
  • A general handling center where only Class 4 dangerous substances with a multiple of 30 or less of the specified quantity and a flash point of 40 degrees or higher are refilled into containers.
  • Among transfer handling facilities, those where the length of piping exceeds 15 km, the maximum normal pressure related to piping is 0.95 MPa or more, and the length of piping is 7 km or more and less than 15 km.
