The City Council receives the hopes and wishes of citizens regarding City Administration in the form of petitions and submissions. These petitions and submissions are carefully deliberated, and a decision is made on whether to adopt or reject them.
Among those that are adopted, those that are appropriate for the city's executive body are sent to the mayor.
A sponsoring council member is required for petitions. The handling of submissions is slightly different from that of petitions.
Petitioners and submitters are notified of the results after the conclusion of the Regular Session.

How to Create a Petition (Submission) Document

  1. Please use A4 size paper in portrait orientation and write in horizontal format in Japanese.
  2. The necessary items to be included are the addressee (Chairperson of the Inagi City Council ○○○○), submission date, subject, address and name (signature or printed name and seal) of the petitioner, phone number, details of the petition (submission), reasons for the petition (submission), and in the case of a petition, the signature or printed name and seal of the introducing council member.
  3. If you do not sign your name, a seal is required.
  4. Please keep the text concise and easy to understand, and always include a diagram for anything related to locations.
  5. If you are submitting with two or more people, please designate one representative. Those other than the representative should fill out the necessary information on the signature list and attach it to the petition (Submission). Additionally, please check the "Notes on Submitting the Signature List" below when creating the signature list.
  6. If the content covers multiple areas, please submit each as a separate petition (Submission).

Regarding the Submission of Petition

  1. Accepted at the Inagi City Council Secretariat on the 4th floor of City Hall.
  2. Items submitted by 5 PM eight days before the first day of each Regular Session (the previous day if that day is a Saturday, Sunday, or holiday) will, in principle, be subject to discussion at that Regular Session.
  3. 2. Among those received after this, those received by 5 PM four days before the last day of the Regular Session will be referred to the relevant committee on the last day, and will be subject to continued investigation during the recess, while those received thereafter will be subject to discussion at the next Regular Session.

Process After Submission

  1. We will discuss whether to deliberate in the Council Steering Committee and which committee will handle the deliberation. (Submissions sent by mail will only be announced through publication on tablet devices, and there will be no special notice regarding this. Additionally, submissions that have similar content deliberated within the past year, those that are similar in purpose to bills, and in the case of submissions, those that are similar in purpose to petitions will also only be announced through publication on tablet devices.)
  2. The committee to which the matter was referred will discuss and vote on it, and will report the committee's conclusions to the general assembly.
  3. In this meeting, all members will vote to reach a conclusion as a council.
  4. Send the results to the mayor as needed and indicate the will of the council.
  5. The submitters of the petitions (Submissions) that were deliberated will be notified of the results of the deliberation.

(Note) Petitions will always be deliberated, but submissions may not be deliberated.

Notes

  • Adoption: The decision of the council to affirm the petition (Submission). Typically, this decision is made when it is judged that the requested intention is reasonable and that there is a strong feasibility (that some measures should be taken).
  • Partial Adoption: The deliberation results of the petition (Submission) are a choice between adoption or non-adoption, but if there are parts of the petition (Submission) that can be supported, such as certain items or sections of the document's introduction or conclusion, those parts can be specified for adoption.
  • Purpose Adoption: If the content requested through a petition (Submission) is good in terms of purpose or intent, but difficult to align with the wishes in terms of timing, location, structure, or amount, it will be communicated as "Purpose Adoption" to the executive body by the will of the council.
  • Not Adopted: This is a decision made when the request made through a petition (Submission) is deemed inappropriate or lacking in feasibility.
  • For Your Information: Petitions will always be deliberated, but the handling of submissions will be discussed and decided by the Council Steering Committee. For those sent by mail or concerning incidents between foreign countries, we will only inform all council members by posting copies of the original submissions on tablet devices.

[Notice]
The matters investigated by the committee are those that are researched and concluded over a period of 2 years or 1 year, and please be aware that petitions and submissions with the same content may not be handled.
As a general rule, submissions that are examined within one year of similar petitions or submissions will only be made known through publication on tablet devices.
