Results of the Request for Public Comments on the Draft Calculation Standards for Usage Fees and the Draft Calculation Standards for Service Fees

Regarding the usage fees for public facilities and administrative services, as well as the fees for issuing certificates, it is necessary for users, who are the beneficiaries, to bear a fair burden based on appropriate calculation standards from the perspective of equity between those who use the services and those who do not.
In Inagi City, the "Concept and Calculation Standards for Usage Fees" was established in 1997, and the "Concept and Calculation Standards for Fees" was established in 1999. Based on these standards, we have been calculating usage fees and fees. However, starting from the fiscal year 2011, we introduced a new public accounting system based on double-entry bookkeeping and the accrual basis, and from the fiscal year 2017, we transitioned to a new public accounting system based on the Ministry of Internal Affairs and Communications' "Unified Standards." This has enabled us to grasp the full costs related to the management and operation of facilities and projects, including depreciation costs, allowing for more accurate cost calculations than ever before.
In light of the above, in order to achieve "sustainable administrative management" and "appropriate user burden," we have decided to formulate new calculation standards for usage fees and fees that incorporate the perspective of the new public accounting system utilizing full cost information, including depreciation costs. Therefore, we are soliciting your opinions as follows.
