In order to revitalize local commerce and create vibrancy, we will provide a subsidy for a portion of the opening costs to those who are opening a restaurant for the first time in the city.

Reception Period

From April 1, 2024 (Monday) to March 31, 2025 (Monday)
Note: It may end as soon as the budget amount is reached.

Application Form

  1. Application Form (Form No. 1)
  2. Tax Payment Certificate (Original) that allows you to check the status of Municipal Tax payments
  3. Copy of Notification of Opening or Closing of Sole Proprietorship (Limited to Individual Business Operators)
  4. Certificate of Registered Matters (for Corporations Only)
  5. Copy of the license (limited to businesses requiring permission)
  6. Documents that detail the eligible expenses (invoices, etc.)
  7. Documents that prove payment of eligible expenses (receipts, etc.)
  8. Pledge (Form No. 2)
  9. A copy of the document that shows membership in the shopping district or the Commerce and Industry Association of Inagi City that oversees the store.
  10. Requirements Confirmation Checklist
  11. Copy of the flyer indicating the opening date

Flow from Application to Grant Payment

  1. Please consult the Economic Affairs Section, Commerce Division, before applying.
  2. After the preliminary consultation, please submit the complete set of application documents in person or by mail to the Economic Affairs Section (6th floor of Inagi City Hall).
    Note: If sending by mail, the postmark must be dated on the same day.
  3. After the review of the submitted documents, the city will send a notification of the decision regarding the grant (or non-grant) issuance.
  4. Once you receive the grant decision notification and the grant request form, please fill out the necessary information on the grant request form and submit it in person or by mail to the Economic Affairs Section, Commerce Division.
  5. After submitting the payment request, we will transfer the funds to the bank account specified in the invoice.

Note: It generally takes about one month from the submission of the payment request to the transfer.

Eligible Individuals

Those who meet both 1 and 2

  1. Those who are opening a food and beverage establishment in the city for the first time and within 5 months from the opening day
  2. Small and medium-sized enterprises as defined in Article 2, Paragraph 1, Item 3 of the Small and Medium-sized Enterprise Basic Act (excluding those engaged in businesses as defined in Article 2 of the Act on Regulation of Adult Entertainment Businesses and Properization of Operations).

Note: However, this excludes cases 1 to 8 below.

  1. Applicants who do not personally manage the store
  2. Individuals who are in arrears with Municipal Tax and other payments
  3. Those who do not expect to obtain the necessary permits or qualifications based on laws for conducting business.
  4. A representative or officer who has been sentenced to imprisonment or a more severe penalty, until the execution of that sentence is completed or until they are no longer subject to that execution.
  5. Persons who are members of organized crime groups as defined in Article 2, Item 2 of the Act on Prevention of Unlawful Acts by Organized Crime Group Members, or representatives or officers of such groups, and those who engage in activities that benefit them as specified in Item 6 of the same article.
  6. Those who utilize a residence combined with a store (excluding cases where the store and residence are clearly separated)
  7. Those who are closing dining establishments operating in the city and opening new dining establishments
  8. Those who have received a subsidy for opening a store in the past

Eligible Stores

Stores that meet all of the following 1 to 8

  1. It is a dining establishment that contributes to the revitalization of commercial activities in the city.
  2. The store area must be 15 square meters or more
  3. There is a dining space set up inside the store.
  4. Not a store that violates relevant laws and regulations
  5. Not a store that violates public order and morals
  6. Not a store engaged in political or religious activities
  7. To operate for more than 3 hours per day between 6 AM and 7 PM
  8. Operate for more than 4 days a week

Eligible Expenses and Subsidy Rate

Eligible Expenses for Subsidies

Interior construction costs, exterior construction costs, electrical equipment construction costs, gas equipment construction costs, plumbing equipment construction costs, air conditioning equipment construction costs, other equipment construction costs, machinery and equipment purchase costs, opening preparation costs (printing costs for flyers, posters, brochures, and other necessary printed materials for the store related to the opening)

Subsidy Rate

Shall be within half.
However, it shall be limited to within the budget and up to 500,000 yen.

  • Note: Amounts less than 1,000 yen will be rounded down.
  • Note: If you receive subsidies from the national government or other sources, exclude the amount of those subsidies.
  • Note: Consumption tax and local consumption tax are excluded from the eligible expenses.
