Business Startup Support and Preferential Measures Based on the Industrial Competitiveness Enhancement Act
Inagi City Business Startup Support Project Plan
The city has strengthened its support for business startups and has established a comprehensive agreement related to support for small and medium-sized enterprises in collaboration with Sawayaka Shinkin Bank, Mizuho Bank of Mizuho Financial Group, and the Commerce and Industry Association of Inagi City. This collaboration has led to the formulation of the Inagi City Business Startup Support Project Plan, which received national certification on December 26, 2018.
Through this plan, we aim to further strengthen the collaborative system for business startup support with Sawayaka Shinkin Bank, Mizuho Bank, Kiraboshi Bank, and the Commerce and Industry Association of Inagi City, targeting 34 startups annually.
What is the Business Startup Support Project Plan based on the Industrial Competitiveness Enhancement Act?
The "Industrial Competitiveness Enhancement Act," which came into effect on January 20, 2014, aims to promote local business startups by formulating a "Business Startup Support Project Plan" in collaboration with private business startup support operators (local financial institutions, NPOs, Commerce and Industry Associations, etc.) and implementing business startup support at the municipal level, with national certification.
The "Revised Industrial Competitiveness Enhancement Act," which came into effect on July 9, 2018, renamed the plan to "Business Startup Support and Other Project Plan" and introduced new initiatives aimed at further improving the startup rate, including projects for promoting awareness and understanding of business startups (business startup momentum cultivation projects).

"Specific Business Startup Support Projects" refers to ongoing support projects within the business startup support project plan, where knowledge related to management, finance, human resource development, and market development can be fully acquired. Those who receive this support and meet certain conditions will be eligible for various preferential measures.
