Exceptions for notification of moving in

From July 9, 2012, the basic resident register system has changed due to the revision of the basic resident register law.
If at least one person in the same household who is moving out at the same time has been issued with a Basic Resident Registration Card (Registered Resident Registration Card) or My Number Card (Individual Number Card) , special provisions for notification of moving in will apply. will be done. When reporting a change of residence, instead of issuing a "move-out certificate, " please attach the "move-out certificate" as the information will be sent to the municipality you are moving to through the Basic Resident Registration Network System (Juki Net). You can skip the transfer procedure .
Requirements for notification of moving out due to exceptions for notification of moving in
- Among the household members who move out at the same time, there is a person who has been issued a resident registry card or my number card .
- At the time of moving out, the resident registry card or My Number card must be in a usable state (within the expiration date and the status of operation is in operation).
- Before moving out (accepted about 2 weeks before), or within 14 days from the date of moving out, submit a notification of moving out (possible by mail).
Points to note about moving-out notification due to exceptions for moving-in notification
- In the case of postal mail, if the notification of moving out arrives at the Citizens' Affairs Division after 14 days from the date of moving out, no exceptions will be made. It takes a few days to reach the city hall, so please send your moving-out notification well in advance .
- If there are any omissions or other deficiencies in the items on the notification of moving out, you may not be able to receive the exception.
Requirements for filing a moving-in notification by exception
- After moving out, you must be able to submit a moving-in notification at the municipal office of your new address within 14 days of starting to live in your new address.
- One of the members of the household who has moved out must be able to submit a moving-in notification with the Basic Resident Registration Card or My Number Card . At that time, it shall be possible to confirm the identity of the person by checking the personal identification number , or confirm that the authority of proxy has been granted.
Points to note when applying for moving-in notification as a special exception
- If 30 days have passed since the moving-out (scheduled) date reported in the moving-out notification, the special move-in procedure may not be accepted.
- If your personal identification number cannot be verified , we will accept your moving-in notification by verifying your identity with a driver's license, etc. instead.
- If you are unable to confirm the above, you will need to obtain documents such as a moving-out certificate from the municipality where you moved out and submit a normal moving-in notification by attaching the document.
- If you have a My Number Card and wish to have an electronic signature certificate issued along with continued use, you will be required to verify the PIN of the electronic signature certificate.
