Measures to protect personal information

Since the Resident Registration Register Network is a system that involves citizens' important personal information, protecting personal information is the most important issue when operating and constructing the system.
This network system takes measures to protect personal information based on international standards from three aspects: system, technology, and operation.
Inagi City has also built a safe system based on technical standards set by the government and national centers.
Institutional measures
1 The identity verification information managed by this network system is limited to only information prescribed by law.
2 The recipients of information are determined by law and are not available for private use.
Penalty: Imprisonment up to 1 year or fine up to 500,000 yen
Technical measures
1 To prevent unauthorized access to the network from outside, communication is performed over a dedicated line and communication information is encrypted.
2 Computers in cities, wards, towns and villages and prefectures will be monitored for unauthorized intrusion from outside and measures will be taken to prevent them.
3 Perform mutual authentication with the communicating computer and restrict who can operate it using an IC card or password.
Operational measures
Employees who operate, manage, and operate this network system are subject to strict obligations, including confidentiality obligations and disciplinary action in the event of unauthorized use.
Penalties are heavier than normal: imprisonment for up to 2 years or a fine of up to 1 million yen
