Procedures for issuing Special Permanent Resident Certificates are accepted at the Citizen Affairs Division on the first floor of City Hall.

Regarding the Special Permanent Resident Certificate (formerly Foreign Resident Registration Certificate)

As of July 9, 2012, the foreign resident registration certificate you hold will be regarded as a "Special Permanent Resident Certificate" and can continue to be used for the time being after the new system is implemented. However, you will need to change it to a Special Permanent Resident Certificate by the specified date below.
For details on the procedure, please refer to "Application for Renewal of the Validity Period of the Special Permanent Resident Certificate."

Deadline for Changes

  • On July 9, 2012, for those under 16 years old
    16th birthday
  • Persons aged 16 and over as of July 9, 2012
    • If the 7th birthday after registration occurs by July 8, 2015
      (including cases where it has already occurred on the enforcement date)
      July 8, 2015
    • If the 7th birthday after registration occurs on or after July 9, 2015
      7th birthday after registration

Application for Renewal of Special Permanent Resident Certificate

Update Period

From two months before the expiration date listed on the Special Permanent Resident Certificate until the expiration date.
However, if the expiration date is set on the 16th birthday, it is from six months before that birthday until the expiration date.

For information regarding the renewal period of the Special Permanent Resident Certificate (formerly Foreign Resident Registration Certificate), please refer to the above section "Regarding the Special Permanent Resident Certificate (formerly Foreign Resident Registration Certificate)."

Applicant

  • Persons aged 16 and over - Self
  • Persons under 16 years old and relatives living together who are 16 years old or older (father or mother, or other relatives living together)

Items to Bring

  • Special Permanent Resident Certificate or Deemed Special Permanent Resident Certificate (Former Alien Registration Certificate)
  • Valid passport (for those who possess it only)
  • One photo

Application for Reissuance Due to Loss, etc.

If you lose your Special Permanent Resident Certificate (including deemed Special Permanent Resident Certificate) due to loss, theft, destruction, or other reasons, please apply for reissuance within 14 days from the date you became aware of the fact.

Applicant

  • Persons aged 16 and over - Self
  • Persons under 16 years old and relatives living together who are 16 years old or older (father or mother, or other relatives living together)

There may be cases where applications can be made through other agents or intermediaries, so please contact the Citizen Affairs Division for details.

Items to Bring

  • Valid passport (for those who possess it only)
  • Photo 1 (For those aged 16 and over only)
  • Official documents such as lost property report certificates, theft report certificates, and disaster certificates issued by the police chief and fire chief.

Application for Reissuance Due to Damage, etc.

If the Special Permanent Resident Certificate (including the deemed Special Permanent Resident Certificate) is significantly damaged or soiled, you can apply for reissuance.

Applicant

  • Persons aged 16 and over - Self
  • Persons under 16 years old and relatives living together who are 16 years old or older (father or mother, or other relatives living together)

Items to Bring

  • Special Permanent Resident Certificate or Deemed Special Permanent Resident Certificate (Former Alien Registration Certificate)
  • Valid passport (for those who possess it only)
  • One photo (for those aged 16 and over only)

Application for Reissuance Due to Exchange Request

In cases other than damage, you can also apply for reissuance if you wish to exchange your Special Permanent Resident Certificate. A fee of 1,600 yen is required, so please bring a revenue stamp (available for purchase at post offices, etc.) at the time of certificate issuance.

  • Persons under 16 years old and relatives living together who are 16 years old or older (father or mother, or other relatives living together)

  • Revenue stamps (Please bring them when you receive)

Changes to Information Other Than Address Change

If there are changes to your "Name", "Date of Birth", "Gender", or "Nationality/Region", please submit an Application Form for changes to the Special Permanent Resident Certificate at the Citizen Affairs Division on the first floor of City Hall within 14 days.
Later, the Minister of Justice will issue a new Special Permanent Resident Certificate displaying the updated information through our city, and you will be required to return your current Special Permanent Resident Certificate to the Ministry of Justice through our city in principle.
