Applying for My Number Cards for people emigrating overseas

Japanese nationals who have emigrated overseas on or after October 5, 2015 can apply for a My Number Card for people who have emigrated overseas.
Here's how to apply. For details on receiving your item, click here .

Application location

Please apply in person or by mail at one of the following locations:

  • Diplomatic missions
  • City, town, or village of temporary stay
  • City of registered domicile

Note: If you are requesting a replacement of your My Number Card due to damage or loss, you cannot apply by mail.

Required documents [New application/renewal application]

  • Application for personal number card and electronic certificate issuance/renewal application form (passport-sized photo attached)
  • Request form for setting PIN for personal number card and electronic certificate

Note: If an application is made by a voluntary representative, the person in question should fill out the PIN setting request form, place it in an envelope, seal it with glue, etc., and bring it with them in a manner that prevents the representative from seeing the PIN.

  • Application for reissue of personal number card and application for issuance/renewal of electronic certificate (passport-sized photo attached)
  • [Only for those who have lost their card] Documents proving that you have lost your My Number card (lost property certificate, etc.)
  • [Only for those who have damaged their card] Damaged or damaged My Number card

Note: If the document proving the loss was issued in a foreign country, please attach a Japanese translation.

Free <br id="3"/>However, in the following cases, a fee of 1,000 yen (800 yen if no electronic certificate is installed) will be charged.

  • Reissuance of My Number Card due to loss, damage, defacement, or fire
  • Re-issuance of My Number cards after they have been returned for personal reasons, etc.

Place of application: Japanese diplomatic missions

You will receive an email from your home address with instructions on how to receive the payment. Please follow the instructions to make the payment.

If you are applying at a Japanese diplomatic mission or your place of temporary residence and picking up your certificate at a Japanese diplomatic mission (if your registered domicile is in Inagi City)

Once Inagi City has reviewed your application and other documents, we will send you an email with information on payment methods.
If your registered domicile is in Inagi City, please pay using either method 1 or 2.
Note: Payment methods vary by city or town, so if your registered domicile is in another city or town, please check with your registered domicile.
 
1. Direct payment at the city hall (payment at Inagi City Hall by relatives or friends in Japan)
Please let us know in advance the names of those visiting and the date of their visit.
 
2. Sending cash by mail (registered mail or fixed-amount postal money order)

  • If you send cash, please send in Japanese Yen (exact change please).
  • If you are sending a fixed amount postal money order (from Japan), please make sure it is issued within the last six months.

Note: Please do not write your name or anything else on the fixed amount postal money order. Payment by stamps, etc. is not accepted.

  • Fees are non-refundable.

Regarding the period from application to receipt

It takes approximately two months from application to issuance of your My Number card. If you have not received a notification email more than three months after applying, please contact your place of origin.
