Tokyo Metropolitan Government established the Tokyo Welfare Community Development Ordinance in 1995 to realize a society where all people, including Older Adults and persons with disabilities, can live and visit safely, securely, and comfortably. Within this framework, "development standards" are set according to the classification of target facilities such as buildings, roads, parks, and public transportation facilities, requiring facility owners and managers to comply with these standards when constructing or renovating facilities.

Notification

For newly established or renovated specific urban facilities (buildings, roads, parks, public transportation facilities, etc. that are used by many people, and types and scales of facilities specified by regulations), a notification of compliance with maintenance standards must be submitted to the Community Development Planning Division of Inagi City Hall at least 30 days before the start of construction (excluding those developed by the national government, prefectures, and municipalities). For facilities that require building confirmation, please submit the notification prior to the building confirmation application.
Additionally, for facilities subject to the "Barrier-Free Building Ordinance," if all maintenance details can be confirmed within the building confirmation application, a notification under this ordinance is not required.

For details on the target facilities and development standards, please refer to the "Tokyo Metropolitan Welfare Community Development Facility Development Manual."
For the Tokyo Metropolitan Welfare Community Development Ordinance and application forms, please refer to the "Tokyo Metropolitan Welfare Bureau Website."
