Purpose of the Retiree Medical Care System
This is a system to correct the disparity in cost sharing between workplace health insurance and national health insurance, as retirees will join the national health insurance when their medical needs increase.
Medical expenses for those who are eligible for the medical care system for retirees are covered by contributions from retirees' national health insurance taxes and employees' health insurance. Therefore, if you see a doctor without completing the enrollment procedure for the medical care system for retirees, the medical expenses will be covered by the National Health Insurance.
An increase in the burden of medical expenses benefits for the National Health Insurance will lead to an increase in your insurance tax. For the stable financial management of the National Health Insurance, those who are eligible for the medical care system for retirees are requested to report their participation.
Retiree Medical Care System Eligible Persons
Those who meet all of the following conditions and their families (dependents) will receive medical care under the retiree medical care system until they reach the age of 65.
- Participate in National Health Insurance by March 31, 2015.
- Are under the age of 65.
- You can receive old-age (retirement) pensions such as welfare and mutual aid associations, cumulative old-age (retirement) pensions, old-age welfare pensions, and retirement mutual aid pensions.
- The total period of participation in employee pension insurance such as welfare and mutual aid pension is 20 years or more, or 10 years or more after the age of 40 (excluding national pension).
Notification of dependents
If there are dependents, the head of the household should notify the National Health Insurance Section of the Insurance and Pension Division.
A dependent is a person who lives with a retired insured person and maintains his/her livelihood mainly from the retired insured person's income, and who meets the following conditions.
- Lineal ascendants of the retired insured person, spouse and relatives within the third degree, or spouse's parents and children.
- Participate in National Health Insurance by March 31, 2015.
- Are under the age of 65.
- Annual income is less than 1.3 million yen (less than 1.8 million yen if 60 years old or older or disabled).
The insurance tax for the retiree medical care system is
The calculation method for insurance tax is the same as the calculation method for general National Health Insurance tax. If a National Health Insurance tax payment notice has already been sent, please pay according to the tax payment notice.
