From Mayor Inagi to the citizens (about the new coronavirus infection) May 26, 2020

To all citizens on the cancellation of the emergency declaration (May 26, 2020)

Yesterday, May 25th, Prime Minister Abe announced that the state of emergency regarding the new coronavirus infection would be lifted.
It has been approximately three months since the temporary closure of elementary and junior high schools began, and approximately one and a half months since the state of emergency was declared.
During this time, we would like to express our deepest condolences to those who have passed away due to the new coronavirus infection, their families, and everyone involved, and our heartfelt sympathies to those who have been affected.
The new coronavirus infection appears to be coming to an end, with significant sacrifices and major challenges remaining.
We would like to thank the many citizens who have cooperated with us in changing our behavior through their individual efforts.
Thanks to everyone's efforts, we were able to lift the state of emergency.
However, even though the state of emergency has been lifted, this does not mean that the new coronavirus has disappeared, and no vaccine or specific drug has been developed at this time.
In the ``Situation Analysis and Recommendations for Countermeasures against the Novel Coronavirus Infectious Disease'' announced by the government's expert panel on the 14th, it states that even if the state of emergency is lifted, it will be a long process to respond to the infectious disease. In addition to continuing to take basic measures such as maintaining physical distance, wearing masks, and washing hands, we are required to practice a "new lifestyle."
The ``Roadmap'' announced by the Governor of Tokyo on the 22nd also states the need for the time being to realize a society in which a ``new normal'' has become established, while striving to ``balance preventive infections with economic and social activities.'' is shown.
Both the national and Tokyo metropolitan areas are taking a cautious stance in anticipation of a second wave of the new coronavirus infection.
On the other hand, the world is still seeing signs of resuming economic activity as the pandemic has not yet come to an end. )”, there is an opinion that it is necessary to respond to this.
The ``normal situation'' in which the movement of people is the source of economic activity and the density of activity leads to productivity no longer holds true during the coronavirus pandemic.
For the time being, we must consider how to stimulate economic activity while limiting person-to-person contact, and how to satisfy contradictory factors.
Further advances in IT and automation through robotics and other technologies will become inevitable.
Inagi City will proceed with the reopening of public facilities, businesses, and events in stages based on the draft plan discussed at the 8th meeting of the Novel Coronavirus Infectious Disease Control Headquarters held on the 22nd.
We will disseminate specific measures by posting notices at facilities, posting them on the city website, sending emails, etc., but the main points are as follows.

  • The nursery school will open as a regular nursery school from June 1st.
  • The afterschool club will be open for normal training from June 1st.
  • Elementary and junior high schools will resume classes in a phased manner, taking into account new lifestyle measures (keeping physical distance, wearing masks, washing hands, etc.) to prevent infectious diseases.
  • Elementary schools will resume classes on June 1st. A class is divided into two (up to 20 students per classroom) and staggered school attendance is carried out. The first week is 2 days/2 hours each, the second week is 3 days/2 hours each, and the 3rd week is every day/2 hours. In the 4th week, the division of classes will be lifted, and all grades will start having lunch every day for 4 hours.
  • Junior high schools will resume classes on June 1st. Each class is divided into two (up to 20 students per classroom), and the classes are distributed and staggered. The first week is two days and two hours each, the second week is three days and three hours each, and the third week is divided into classes. After the cancellation, school lunches will be provided for 4 hours every day for all grades, and school lunches will start as usual from the 4th week.
  • After-school classes for children will be available from 8:30 to 17:00 from June 1st.
  • Libraries and community centers will open in stages.
  • Sports facilities will be opened in stages based on measures according to the categories such as indoors, outdoors, and places where the 3Cs are likely to occur.

Even after the state of emergency is lifted, the city will continue to implement preventive measures against infectious diseases and emergency economic measures. We will do our best until the day when everyone can live with a smile again, so we ask for your understanding and cooperation.
