From Mayor Inagi to citizens (on the extension of the state of emergency declaration) February 7, 2021
Updated: February 7, 2021
On January 7, 2021, the declaration of a state of emergency for the new coronavirus infectious disease was issued for 1 Tokyo and 3 prefectures, and on January 13, 2 prefectures and 5 prefectures were added, and the initial period was January. It was scheduled from the 8th to February 7th.
On February 2nd, Prime Minister Suga announced a one-month extension to March 7th for 10 prefectures, excluding Tochigi Prefecture. Tochigi Prefecture, where the number of new infections has improved, will be lifted on February 7 as originally planned.
In the state of emergency declared on January 7, based on the knowledge gained so far, (1) requests to shorten the business hours of restaurants, (2) requests to refrain from going out for non-essential and non-urgent reasons day and night, (3) ) promotion of telework, and (4) regulation of events. Unlike the declaration of a state of emergency in April of last year, this time, thanks to the cooperation of many citizens in implementing countermeasures aimed at "key points", the effects were achieved in a short period of time, and not only in the areas subject to the declaration of a state of emergency. The number of new infections has been declining nationwide.
I would like to express my gratitude to the many citizens who have cooperated in changing their behavior, even more so than the previous declaration of a state of emergency, through their efforts.
However, the level of the number of new infections is still high, the excessive burden on medical care has not been reduced, and the evaluation by the index set by the government has not reached the level equivalent to Stage 3. It was decided that it would be difficult.
Status of infections in the entire Tokyo metropolitan area and 26 cities in the Tama area (Fig. 1)
This is the change in the number of infected people from March last year to February 1 this year.
The third wave, which began at the end of November last year, had increased sharply since the beginning of the year, but began to decrease after peaking at 2,447 on January 7, and decreased to 393 on February 1. . As far as the graph is concerned, the number of people in the entire Tokyo metropolitan area, the Tama area, and Inagi city has decreased significantly, and it seems that the effect of the declaration of a state of emergency from January 8 is appearing. However, the average number of new infections per week continues to exceed 500, which is the guideline for lifting, and it is said that there is a risk of an increase if we are not careful here.

Number of new positive cases per week within the jurisdiction of each public health center (Fig. 2)
This is a map showing the number of new positive cases for one week within the jurisdiction of each public health center, showing the situation from January 26th to February 1st. The outbreak situation in Tokyo is not uniform, and it is thought that the population density, the flow of people such as downtown areas will affect it. The total number of people under the jurisdiction of the Minamitama Public Health Center is 86 in the three cities of Hino, Tama, and Inagi, which is less than the Hachioji City Public Health Center's jurisdiction of 156, the Machida City Public Health Center's jurisdiction of 154, and the Tama Fuchu Public Health Center's jurisdiction of 395.
Figure 2
Analysis results of Tokyo metropolitan government's 7 indicators at the monitoring meeting (Fig. 3)
Looking at the changes in figures between January 6, just before the declaration of a state of emergency, and the most recent February 3, both the infection status and the medical care system were at level 4, the worst among the four levels. Although still the same, each index is on a downward trend.

Figure 3-2
Analysis results of the government's subcommittee on six national standard indicators (Fig. 4)
Looking at the changes in the figures between January 7, just before the declaration of a state of emergency, and February 4, the number of new positives decreased by 1.0 times or less compared to last week, and the rate of unknown infection routes was less than 50%. In addition, the weekly average positive rate is 10% or less, which is equivalent to stage 2.

Figure 4-2
Graph of the number of severely ill patients by age group at monitoring meetings in Tokyo (Fig. 5)
Overall, both new infections and severe cases are declining, but the decrease in severe cases is more gradual than the decrease in new infections. In terms of the age breakdown, the number of people in their 60s and above, especially those in their 70s and 80s, has not decreased much. Elderly people are more likely to become severely ill, and they tend to take longer to recover, so sufficient caution is still required.

Request to citizens
Due to the extension of the state of emergency declaration, Inagi City will continue to take measures such as closing and closing businesses and facilities at 20:00.
I know that the citizens are exhausted from the long period of self-restraint, but now it is time to relax and return to normal.
According to the "basic response policy" revised by the government in conjunction with the extension of the state of emergency declaration, it will be lifted as soon as it is deemed unnecessary to implement emergency measures. Thank you for your understanding and cooperation for a while.
Inagi City is currently in a hurry to establish a system for vaccination against the new coronavirus. We will continue to give priority to the elderly and those with underlying diseases, as well as medical workers, but we will continue to vaccinate all citizens in order, so please wait for a while. increase.
