The third ``Emergency Declaration for New Coronavirus Infection'' was issued on April 23 for four prefectures: Tokyo, Kyoto, Osaka, and Hyogo, and the initial period was April. It was scheduled from the 25th to May 11th.

Last spring, in the first state of emergency declaration, the government requested that a wide range of people be closed, partly because it was the first declaration without sufficient knowledge about the new coronavirus infection. In January of this year, in the second state of emergency declaration, a request was made to shorten business hours as a countermeasure focused on the food and beverage industry, which was considered to be the main source of infection. And in the third state of emergency declaration, the government decided to reinstate requests for leave to a wide range of people, and the content was so strong that it was called a "mini lockdown" ahead of Golden Week.

As a result, it seems that the declaration of a state of emergency has had a certain effect in suppressing the flow of people, but the reality is that it has not necessarily led to a decrease in the number of infected people. One of the reasons for this is the emergence of double mutants, "L452R" and "E484Q", which are said to be derived from India, in addition to the conventional British type "N501Y", as the mutation virus of the new coronavirus diversifies. increase.

The government held a new coronavirus infectious disease countermeasures headquarters on the 7th, and decided to extend the state of emergency declared in four prefectures, Tokyo, Kyoto, Osaka, and Hyogo, until May 31. . Furthermore, from the 12th, two prefectures, Aichi and Fukuoka, were added.

In addition, along with the extension of the state of emergency declaration, the "priority measures to prevent the spread of the virus" have been extended until May 31, and three prefectures, Hokkaido, Gifu, and Mie, have been added from the 9th. In addition, Miyagi Prefecture, where infections are on the decline, has been lifted without extending the deadline on the 11th.
The government says it will make a comprehensive judgment on whether the state of infection has fallen to "Stage 3" when it comes to lifting the declaration.

Emergency measures taken by the Tokyo Metropolitan Government (Fig. 1)

On April 19th, the city started vaccinations for medical workers (approximately 2,450 people), who are the top priority target, and is currently continuing.
