Regarding fees for using public facilities and administrative services, fees for issuing certificates, etc., from the perspective of fairness in sharing the burden between those who use the services and those who do not, the calculation standards are appropriate for the users who are the beneficiaries. It is necessary to bear the burden based on
Inagi City formulated the ``Concept and Calculation Standards for Usage Fees'' in 1997 and the ``Concept and Calculation Standards for Fees'' in 1999, and has calculated usage fees and fees based on these standards. In 2011, we introduced a new public accounting system based on double-entry bookkeeping and the accrual basis, and from 2017, we shifted to a new public accounting system based on the "uniform standards" of the Ministry of Internal Affairs and Communications. It is now possible to grasp the full costs related to the management and operation of facilities and businesses, including depreciation expenses, etc., making it possible to calculate costs more accurately than ever before.
Based on the above, in order to achieve "sustainable administrative management" and "optimization of user burdens," a new use system that incorporates the perspective of the new public accounting system that utilizes full cost information including depreciation costs We have decided to formulate a calculation standard for fees and a calculation standard for fees, so we are soliciting your opinions as follows.
