Update date: March 19, 2024

Results of soliciting opinions on the draft of the 4th Inagi City Health and Welfare Comprehensive Plan (Community Welfare Plan)

The Fourth Inagi City Health and Welfare Comprehensive Plan (Regional Welfare Plan) is designed to improve the environment surrounding health and welfare, as the planning period of the "Third Inagi City Health and Welfare Comprehensive Plan" expires in 2025. This is a plan to address issues in light of changing needs. In addition, we have published the multi-layered support system development project implementation plan, which is a cross-sectional plan in the welfare field, and the basic plan for promoting the use of the second adult guardianship system. This plan has been discussed by the 4th Inagi City Health and Welfare Comprehensive Plan Development Committee.
We have released the draft of the 4th Inagi City Health and Welfare Comprehensive Plan (Community Welfare Plan), which is a six-year plan starting in 2026, and are soliciting opinions from a wide range of citizens.

1 [Inagi City multi-layered support system development project implementation plan]
Does not having a transition preparation period for this project foster awareness among staff within the agency?
This plan has been developed through raising awareness, collaboration, and coordination with related organizations inside and outside the agency. We will continue to develop a similar system for implementing plans after they are formulated.
[Inagi City multi-layered support system development project implementation plan]
It is imperative that people know about the general welfare counter, but care must be taken to ensure that the word "hikikomori" does not take over.
Regarding the general welfare counter, we will continue to promote awareness so that we can respond not only to those who are in hikikomori situations, but also to various complex and complex issues.
[Inagi City multi-layered support system development project implementation plan]
I would like to see more emphasis placed on ``participatory support'' and ``community development,'' including not only individual support but also regional support as a set. It is necessary to be aware that regional welfare is "town development" and to work together not only with welfare, NPOs and volunteer organizations (not just from a welfare perspective), but also with commerce, agriculture, education, etc. Otherwise, the situation will remain the same (individual support) and will not lead to the goal of creating a community-based society. It is important to have the attitude of ``thinking about creating a warm community from a hikikomori'' perspective.
Families and those involved hope for the creation of a place to stay and a place for intermediate employment before starting work.
Based on the basic policies of this plan, we will promote the construction of a counseling support system that leaves no one behind, the promotion of community development where diverse connections can be made across generations and attributes, and the development of a system that supports entire households across sectors. Masu.
2 [Local welfare plan]
Basic Goal 1/Measure 2/Main Measure A: “Activity support for social welfare councils, volunteer organizations, and NPOs”
I hope that a "welfare exchange event" will be held.
In Inagi City, there are places where people involved in welfare (Social Welfare Council, Inagi City Welfare Department, welfare offices, organizations of people with disabilities, volunteer organizations, people with disabilities, welfare committee members, helpers, etc.) can all meet face to face. Not at all.
The current ``Tsunagi Park Inagi'' and ``Disaster Prevention Drills (opening booths for people with disabilities)'' are small-scale, half-day events, and have executive committees made up of volunteers, making it difficult to continue.
There are not enough resources to gather information from those involved, to understand the various systems, and to help citizens understand the obstacles involved.
I hope that this will be realized as part of horizontal connections and cooperation among related parties, rather than vertical division of government.
It is also good for companies to exhibit welfare equipment.
The opinions received will be used as reference opinions regarding the specific way forward for future projects under Basic Goal 1, Measure 2, and Major Measure A: ``Activity support for social welfare councils, volunteer organizations, and NPOs.'' Masu.
[Local welfare plan]
Basic Goal 1/Measure 2/Main Measure C: “Promoting social participation and interaction”
I hope that the functions of the Fureai Center will be further expanded.
Volunteer organizations, parent groups, parents' associations, etc. are finding it difficult to manage their own individual organizations due to the aging of the workforce and the increasing number of working parents.
Many of the users of the Fureai Center tend to be elderly people, but we hope that it will be used effectively in conjunction with understanding volunteers (and staff if necessary) so that it can also function as a place for parents and children with children with disabilities, as well as other people with disabilities.
The opinions received will be used as reference opinions regarding the specific way forward for future projects under Basic Goal 1, Measure 2, and Major Measure C "Promoting Social Participation and Exchange."
[Local welfare plan]
Basic Goal 3/Measure 4: “Promoting support for people who require special consideration during disasters, etc.”
We hope that residents' associations and local residents will cooperate to conduct evacuation drills for those who require assistance in evacuation.
We actually go to the home of the person in need of support and propose a drill to complete the evacuation at the evacuation training venue.
During the disaster prevention drill, opinions were exchanged such as, ``Civil welfare commissioners and residents' associations are aging and cannot handle their responsibilities.''
In the wake of Typhoon No. 19 in 2019, an evacuation order was issued for Inagi City, but the ``Local Disaster Prevention Plan'' is also being reviewed.
There are many challenges in disaster prevention for people who are vulnerable to disasters, but the disaster prevention division cannot handle them alone.
As the Living and Welfare Division promotes the creation of an "individual evacuation plan," we hope that it will conduct effective disaster prevention drills and that all concerned parties, centering on the Living and Welfare Division, conduct verification.
The opinions received will be used as reference opinions regarding the specific way forward for future projects under Basic Goal 3/Measure 4: "Promotion of support for people requiring special care during disasters, etc."
3 [Inagi City multi-layered support system development project implementation plan]
Collaboration with the city will be made easier by entrusting the project to the Social Welfare Council and assigning its staff to the Social Welfare Division to carry out the project. However, by assigning staff to carry out the project full-time, it is necessary to raise awareness of cooperation among related organizations so that the project does not become a complete undertaking. Also, the volume of the business is large, and I hope that everything will not be half-finished.
We will use your opinions as a reference as we move forward with the multi-layered support system development project.
[Inagi City multi-layered support system development project implementation plan]
The problems faced by those seeking counseling are becoming more diverse and complex, and I hope that the new ``multi-institutional collaborative project'' will function properly to resolve them. In particular, all agencies have struggled to support households with issues that cannot be resolved with existing services. I hope this project will help organize things in the future.
The opinions received will be used as reference opinions regarding specific future steps for multi-institutional collaborative projects.
[Inagi City multi-layered support system development project implementation plan]
This project includes support for ``hikikomori.'' Although the term ``hikikomori'' may be a simple term, there are various factors such as age, environment, and reasons for becoming a hikikomori. What is important is how you approach these people.
We will use your opinions as a reference as we move forward with the multi-layered support system development project.
[Inagi City multi-layered support system development project implementation plan]
When it comes to matching local resources and support menus to people who are facing challenges and need support, what happens after the connection is made is important, so it is necessary to follow up. Additionally, if appropriate resources and services are not available, we would like to see active efforts to create new ones.
We will use your opinions as a reference for future concrete steps in the participation support project.
[Inagi City multi-layered support system development project implementation plan]
In order to build a community-based society, we would like to see collaboration and cooperation not only with related organizations in the welfare field, but also with departments other than welfare, various organizations in the region, and local residents.
We will use your opinions as a reference as we move forward with the multi-layered support system development project.
[Second Inagi City Adult Guardianship System Usage Promotion Basic Plan]
〇The ``Individual Support Council'' states that legal and welfare professionals and related organizations will provide advice to the ``Rights Defense Support Team'' so that they can provide the necessary support. I think it will be reassuring for those providing support to include not only welfare professionals but also legal experts.
We will use the opinions we receive as references in moving forward with our project to promote the use of the adult guardianship system.
4 [Inagi City multi-layered support system development project implementation plan]
Expectations and Concerns There are high expectations that Social Welfare Council staff will be assigned to the Social Welfare Division and their duties will be outsourced. On the other hand, we are working to ensure that the staff of the Living Welfare Division and the Social Welfare Council, who are responsible for four of the five projects to develop a multi-layered support system, are not expected to have excessive expectations or have their duties completely abandoned. I would like you to promote collaboration with We would like the staff responsible for the four projects to be in charge of their work over a long period of time, which is the period of this plan, which is approximately six years.
Existing outreach projects did not make any progress, but through ``assuming initial support such as assessments, periodic check-ups, and on-site consultations with the aim of building relationships that lead to support for people who are hikikomori, etc.,'' I think it would be a great success if families could feel that their supporters were accompanying them. I believe this is an important project for realizing a community-based society where people with various difficulties in life support each other.
We will use your opinions as a reference as we move forward with the multi-layered support system development project.

Modifying the table description
In the table of "Inagi City Implementation System" on pages 98, 99, and 100, add "(4 maintenance projects concurrently)" or "(4 projects concurrently)" to the "City Life and Welfare Division" column, and Change the column for ``City Social Welfare Council (located in the Life Welfare Division, concurrently serving on other projects)'' to ``Inagi City Social Welfare Council (located in the Life Welfare Division, concurrently serving on 4 maintenance projects)'' or ``Inagi City Social Welfare Council (located in the Life Welfare Division, concurrently serving on 4 maintenance projects)''. By changing this to ``Assigned to the Welfare Division and concurrently responsible for 4 projects,'' it will be easier to understand that Social Welfare Division staff and Social Welfare Division staff will work together to carry out 4 of the 5 projects of the multi-layered support system development.
Based on your feedback, we will revise the draft plan to make it easier to understand. In the column for "Inagi City Social Welfare Council," "(assigned to the Living Welfare Division/concurrently serving in other businesses)" will be deleted.
[Second Inagi City Adult Guardianship System Usage Promotion Basic Plan]
Corporate guardianship (Tama Nanbu Adult Guardianship Center) may not be available.
Page 109 states, ``[Se] We will appropriately implement corporate guardianship for people who have difficulty finding guardian candidates.''
In some cases, corporate guardianship (Tama Nanbu Guardianship Center) may not be available. I would like you to come up with a plan that takes into account the fact that it will not be possible to ``properly implement corporate guardianship.''
We ask that you understand that this is a measure set forth in the plan to appropriately implement corporate guardianship.
The opinions received will be used as reference opinions regarding specific ways to proceed with future projects in order to appropriately implement application subsidies and compensation subsidies.
5 [Local welfare plan]
It seems that there have been no requests for home helpers for a long time, but I would like to ask for helper training for young people up to the age of 60.
The opinions received will be used as reference opinions regarding the specific way forward for future projects in Basic Goal 2, Measure 4, and Major Measure A: "Support for Human Resources Related to Welfare."
