Submission

Proposals can be submitted by the mayor or by council members. If submitted by council members, at least two proposers are required.

Deliberation

After the proposal explanation and questioning in the plenary session, the bill deliberation is referred to the standing committee or the Special Committee. Those that do not require this referral are decided without committee referral. When the examination in the committee is completed, the Chairperson reports the examination results to the Chair.

Resolution

When the examination results from each committee are available, the Chairperson will convene a general meeting, request a report on the examination process and results from the Chairperson of the committee, and then make a decision. If approved, the proposal will be established.
