Opinions/Resolutions

　A written opinion is a document that summarizes the will of the assembly as an opinion regarding matters related to the public interest of local governments. In addition, a resolution is a de facto act of will-forming carried out by the parliament, and refers to a resolution of the parliament carried out for the purpose of achieving political effects or expressing the will of the parliament to the outside world.
