Can I apply for a certificate regarding someone else's family register?

The applicant, spouse, or direct relatives (children, grandchildren, parents, grandparents) can request proof of family register. A third party can make a request only when it is necessary for the exercise of rights or performance of obligations, when it is necessary to submit it to the national or local government, or when there are other justifiable reasons.
