Notification of the National Land Use Planning Act

When signing a contract for a land transaction over a certain area, the person acquiring the rights (buyer) must notify the Tokyo Governor via the mayor of the municipality where the land is located within two weeks after the contract is concluded (including the date of the contract). is needed.
Subject to notification Notification is required for each contract for land transactions for a group (land transactions whose total area exceeds the area shown in the table below)

Land transactions subject to notification
Buying and selling, bidding, disposal of reserved land (land readjustment), exchange, business transfer, transfer collateral, payment in kind, transfer of co-ownership interest, transfer of reservation completion right, transfer of repurchase right, transfer of trust beneficiary rights, transfer of status, etc.
Notification period: Within 2 weeks after signing the contract (including the contract date)
- In the case of a conditional contract for reservation or suspension (cancellation), notification must be made within two weeks of concluding the contract.
- If the two-week deadline has passed, please still submit the notification.
- If you make a false report, you may be punished by law. ( Imprisonment for up to 6 months or a fine of up to 1 million yen)
Documents to be submitted: 4 copies
Please submit 4 copies of the following documents (1 original, 2 duplicates, 1 copy of the submitter's copy) to the Town Development Planning Division (City Hall 3rd floor).
Please submit three copies (one original and two duplicates) bound in an A4 paper flat file. (no label required)
(1) Land sales notification form (2) Copy of contract (3) Location map (map approximately 1/25,000 scale)
(4) Surrounding situation map (map approximately 1/2,000 scale: residential map, etc.)
(5) Floor plan (official map, etc.)
(6) Measured map (attached in case of sale based on measured area)
The form of the power of attorney is optional.
From January 1, 2021, it is no longer necessary to stamp notification forms, application forms, and power of attorney documents under the National Land Law.
