Productive green zones are an urban planning system that aims to systematically and permanently preserve agricultural land in urbanized areas and contribute to the creation of a good living environment. Inagi City has designated 430 productive green zones, covering an area of approximately 93.31 hectares . (Inagi City Notice No. 1, January 1, 2025)
When an area is designated as a productive green space district, it is eligible for tax benefits (fixed property tax and inheritance tax); however, it is required to properly manage and preserve the land as farmland for 30 years, and activities such as the construction of buildings and development of residential land are restricted.
Please make sure you understand the productive green space district system well and consult with your family before applying for designation.

Please notify us when there is a change in the lot number, land area, or ownership regarding the designation of the productive green area.

1) Criteria for designating productive green space districts (Article 3 of the Productive Green Spaces Act)
The Productive Green Space Act was revised in June 2017, and the minimum area of productive green space districts will be reduced from the current 500 square meters or more to 300 square meters or more, at the discretion of municipalities to enact ordinances.
2) Application for designation as a productive green space district (Article 3 of the Productive Green Spaces Act)
Inagi City accepts applications for designation of productive green space areas every January.
Applications for designation for fiscal year 2025 (scheduled to be announced on January 1, 2026) will be accepted on the following dates.
From Monday, January 6 to Friday, January 31, 2025
In order to be designated as a productive green zone, there are certain requirements, such as the area of a single area having to be at least 300 square meters, so please consult with the Urban Planning Division in advance. Application forms are available at the Urban Planning Division's counter.
In addition, agricultural land and other areas that have previously been removed from the productive green space district may be able to be redesignated, so please contact the Urban Planning Division.

3) Management of productive green spaces (Article 7 of the Productive Green Spaces Act)
Those who have the right to use or profit from productive green space must manage that space as agricultural land, etc.
In addition, in the case of productive green spaces, the principal worker can be someone other than the landowner.

4) Restrictions on activities within productive green space districts (Article 8 of the Productive Green Spaces Act)
In productive green space areas, construction (over 90 square metres) or development requires permission from the city.
In addition, permission will be granted only for activities related to the installation or management of things necessary for agricultural activities that are not likely to cause a deterioration of living environments.
Examples: Greenhouses, farm equipment storage areas, fruit sorting areas, etc.

5) Purchase offer for productive green space (Article 10 of the Productive Green Spaces Act)
The owner of a productive green area can apply to the city for purchase (procedures for canceling the productive green area) if any of the following conditions apply.

Specified production green space system
The designated productive green area system is a system that allows the designation period to be extended every 10 years for productive green areas that have been designated for 30 years. For productive green areas that have been designated for 30 years, the inheritance tax deferment system cannot be applied to the next inheritance unless they are designated as specified productive green areas. In addition, after 5 years, fixed asset tax and city planning tax may become the same level as residential land.
Regarding productive green spaces designated in 1992 and 1993
For agricultural land that was applied for and approved as designated specific production green space, the land was designated as specific production green space in three installments on January 1, 2022, October 1, 2022, and January 1, 2023.
Regarding the productive green areas designated in 1997 and 1998
The first confirmation of intentions for designated production green spaces and designation application forms will be mailed to relevant individuals in late December 2024.

You can apply for purchase (procedures to remove the productive green space designation) at any time.
Even if 30 years have passed since the designation of productive green space, the designation is not automatically removed.
