In Inagi City, we are engaged in Community Development focused on water and greenery based on the "Inagi City Green Basic Plan" revised in fiscal year 2011.
Below, we will report on the projects implemented in fiscal year 2012 and the evaluation results from third-party organizations.

1 Green Ring Conservation and Utilization Project

Policy Name: Designation and Expansion of Natural Environment Conservation Areas

Business Report

Designation of the Hiraoen North Side Green Space

External Evaluation
  • Actively obtaining the consent of landowners. Very good.
  • I hope to expand even a little.
  • During the inspection before the designation, the abandonment of fallen bamboo was noticeable, and the current state also raises concerns about maintenance.

2 Creating Local Green Spaces Project

Policy Name: Development of Waterside Spaces Considering Ecosystems and Water-Friendly Features

Improvement of Tagawa Canal 45 meters and Shinbori Canal 97.6 meters

External Evaluation
  • I believe that the progress of irrigation channel maintenance is of utmost importance.
  • When properly maintained, the importance is conveyed to those who pass by.
  • The Tagawa waterway is wonderful and harmonizes with its surroundings, but this year's weather raises concerns about the growth of plants other than the gyokuryu. Additionally, the Shinbori waterway is still not fully understood.
  • It is highly commendable that more was accomplished than originally planned.

Policy Name: Consideration of the Leasehold Park System

  • Establishment of Guidelines
  • Through negotiations with the rights holders of Shimotsukato, approval has been obtained for the announcement and facility development as a park, although it is not designated as a leased land park.
External Evaluation
  • Even if it is not a leased park, users can provide the same benefits, so I think it is good. The proactive attitude towards the landowners is highly appreciated.
  • I would like to ask for your assistance with the upcoming negotiations.
  • It can be evaluated conditionally if the Fureai Chibikko Square, Sakahama Chuo Chibikko Square, and Nakayoshi Chibikko Square can be converted into leased parks.
  • The Nakayoshi Chibikko Square is well-managed even in its current state, and I think it would be good if the leased park system were introduced.
  • It is commendable that the notification and maintenance approval have been obtained amidst various situations faced by landowners.

  • The installation of new toilets in the park is a great benefit for users.
  • I think the morality of those using the square is also important.
  • I would like evaluation materials that indicate how many deficiencies were found during the inspection, how many of those were resolved, how many comments were received from residents, and how many of those were resolved.
  • The toilets at Hirao Neighborhood Park have a cleaner impression than before.
  • The maintenance of numerous parks should be carried out systematically, prioritizing based on the condition of deterioration.

  • Utilizing community strength for the maintenance and management of the lawn, we hope for what can be achieved through collaboration.
  • I think management at each school is important.
  • It is important to have the support of the Parent or Guardian Association. The significance of greening aligns with educational benefits.
  • Maintaining the lawn is difficult. A reevaluation is necessary in 5 years and 10 years.
  • Even under the blazing sun, the lawns of Hirao Elementary School and Inagi Dai 2 Junior High School were beautifully maintained.
  • In the future, it will be necessary to consider a system that can be maintained, such as for maintenance.

Implemented green curtains at 16 Elementary and Junior High Schools

External Evaluation
  • The green curtains seem to have become well established. I hope they will continue in the future.
  • I think something that requires little effort is good.
  • Check for any negative effects, such as whether it is getting dark or if it is becoming a burden on the teachers. If possible, I would like to implement a system where someone other than the teachers is in charge, or, depending on the situation, change the key policies to reduce the burden on the teachers.
  • I think there are many varieties of bitter melon, but it is necessary to confirm and select the varieties that are resistant to diseases and suitable for green curtains.
  • It is important to let children experience the effects firsthand.
  • It is necessary to consider a system that can be maintained continuously.

  • No. 2 Nursery School Each department is responsible for planting and nurturing flower seeds and vegetable seedlings.
  • No. 3 Nursery School - Expansion of the vegetable garden. Increasing the variety of vegetables and continuing the green curtain and flower bed.
  • No. 4 Nursery School Each department is responsible for planting and nurturing flower seeds and vegetable seedlings.
  • No. 5 Nursery School: The children are actively watering the flowers and green curtains. The second floor is managed by the staff project team.
External Evaluation

  • I believe it is also beneficial for the education of children.
  • I believe that allowing children to interact with plants from a young age is beneficial for their education.
  • At Nursery School No. 5, the children are very interested in the double green curtains, flower beds, and vegetable gardens.
  • A system that can be sustained is necessary. It is also important to check for toxicity regarding flower seeds and other items.

External Evaluation
  • Rooftop greening has few opportunities to be seen by the public, and it is difficult to evaluate the efforts of those who maintain it, so I believe it is necessary to devise ways to assess the ongoing efforts.
  • I think it's good that it requires little effort and becomes cooler.
  • If you investigate, you should have realized that there is no suitable place at the Shiroyama Cultural Center. The azaleas and oak trees at i Plaza may not be appropriate.
  • I felt it was effective in the eyes of the general public.
  • Except for Shiroyama, it was possible to implement, so it can be evaluated. In the future, I want to establish a solid system for maintenance management, including the management system.

  • Although there is no opportunity to see the rooftop, what is good for the environment is necessary.
  • The level of completion is low. Is an explanation of significance and purpose necessary? Or is it necessary to check for any adverse effects?
  • Since the rooftop area is large, I think it would be better to have the Inagi Green Wellness Foundation conduct research on rooftop greening rather than leaving it to external parties.
  • Easily visible from the slope next to the facility, the overall green area including the library has increased, creating a good impression.

3 Green Creation Project for the New Urban Area

5 Support and Development Projects for Citizen Activities

Implementation of park development (creation of wooden deck) in part of the park in the Minamiyama East Area, establishment of area management organization

External Evaluation
  • I hope it will spread to other parks and similar places.
  • I think it will still be tough from now on, but I have high hopes for your efforts.

Regarding the installation of nameplates at Elementary and Junior High Schools, a discussion was held at the principals' meeting to consider whether to unify the format across all schools.

External Evaluation
  • It would be good to have ideas that capture the children's interest, such as including photos of the times when flowers or fruits appear.
  • I had gardening classes in junior high school, and they are still helpful now, so I would definitely like to request this.
  • I hope that consideration is given so that the teachers on site are not burdened. How about requesting support from organizations such as the Inagi Green Wellness Foundation?
  • I would like you to clarify what the problem is.
  • Knowing the names of trees serves as a trigger for interest, so I hope to see more progress.
  • It might be good for the students to collaborate with the Inagi Green Wellness Foundation on the park's tree nameplates. How about explaining the purpose at the principals' meeting and confirming opinions?

New information is continuously updated on the Inagi City Website, with efforts to provide easy-to-understand information
(Cherry blossom information, Shibazakura information, parking fee implementation, park usage methods, etc.) 

External Evaluation
  • I would like to request improvements for easier access from the Inagi City Website.
  • I am grateful for what we are doing with a small group.
  • Evaluate the enhancement of information provision.
  • Please provide information to citizens whenever possible, not just relying on the website for information.

Note: There is no business report for fiscal year 2012 regarding the "Station Front Greening Project" as the station square will be developed in conjunction with the completion of the elevated project of the JR Nambu Line.
