Citizen audit request
Updated: September 3, 2009
There are two systems by which citizens can request audits from the audit committee: administrative audit requests and resident audit requests.
Administrative audit request (Article 75 of the Local Autonomy Law)
This covers all city work.
The request requires signatures from at least 1/50th of the voters.
Resident audit request (Article 242 of the Local Autonomy Law)
This is a system that requires audits of illegal or unjust financial and accounting acts by city executive agencies and employees, and requires that necessary measures be taken to prevent, correct, and compensate for such acts.
The following financial accounting acts are subject to this law:
(1) Expenditure of public funds (2) Acquisition, management, and disposal of property (land, buildings, goods, etc.) (3) Conclusion and performance of contracts (construction contracts, purchases, etc.) (4) Burdening debts and other obligations (borrowing) Such)
(5) Failure to impose or collect public funds (such as failure to collect city tax)
(6) Failure to manage property (such as failure to claim compensation for damages)
Note: Items (1) to (4) above apply even if it is predicted with a reasonable degree of certainty that each of the acts will occur.
If more than one year has passed since the date of these acts, you cannot make a claim without a justifiable reason.
If you are a citizen, even one person can apply.
