Q&A overview

Contents of question Answer
[Fureai Square fence repair]
The fence at Oshidate Fureai Square is damaged and does not look good. I would like you to repair it.

【Mayor】
・Parks are everyone's property, and I think it is best to have as few detailed regulations as possible.
・As for the fence, even if you reinstall it with the same standard, it will break in the same way if a ball hits it. In the future, we would like to discuss and coordinate opinions with the local community, including how to use the park.
・Please note that Fureai Hiroba is leased land from the Tokyo Metropolitan Government, and there are rules that prohibit anything solid and permanent from being attached to it.
・Therefore, we are considering a plan to install a net in front of the fence to prevent the ball from hitting the fence directly. The details will be explained by the City Construction Manager.
[City Construction Manager]
・The idea is not to prohibit ball play, but to install a ball protection net inside the fence. It is expected that permission will be obtained from the Tokyo metropolitan government.
・We would like to move forward with the project within a limited budget. For further details, we would like to consult with the local community association in the future.

[Replacement of Fureai Hall equipment]
The partition panels and audio equipment inside the hall have deteriorated, and we would like them to repair or replace them.
・Every year, we receive budget requests from each neighborhood association and allocate them after determining priorities. Please submit your request to the General Affairs and Contract Department, which is in charge of the matter.
・As we move forward with budget formulation for FY2020, we would like to consider this.
[Countermeasures against puddles on the sidewalk under Inagi Ohashi Bridge]
We have been asking for action to be taken for some time, but puddles form on the gravel sidewalk under Inagi Bridge when it rains, impeding traffic. No fundamental measures have been taken and the problem will never be resolved. I would like you to give me a clear answer whether to take measures or not.
・Since you asked for a brief answer, I cannot answer that question.
・We are aware of the location, but the area you mentioned is a "levee" and not a "sidewalk." It is also not a place that the city rents from the national government. Since a fundamental solution will take time, we will take measures such as adding gravel each time.
[About fire service water supply]
A few years ago, there was a fire in a residential area near my home. The fire engine was unable to get a hose from nearby and had to do so from a distance. When they checked, they found that the water pipes were thinner than the standard and could not provide water. Is it safe? Are there any problems? I would like to check the standards for fire service water use.

・I don't have the materials, so I can't answer your question here, so I'll look into it and answer your question at a later date.
[Disaster Prevention Division will reply to the person at a later date]
1. Regarding the diameter of water pipes = The applicant explained that there are water pipes of multiple diameters installed near his home.
2. Regarding standards for firefighting and water use - Fire hydrants must be installed on pipes with a diameter of 150 mm or more. When extinguishing a fire, obtain water from the relevant pipes nearby. Additionally, the city plans to install fire hydrants in a 60m mesh radius within single-family residential lots.

[About children's whereabouts in the community]
In the Oshidate area, there are no children's centers and no place for children to stay. It would be great if a place like Hirao Kosher Heim could be created.
・We would like to receive your opinions regarding the formulation of the next long-term comprehensive plan.
[Operation of Pair Terrace]
I hear that Pair Terrace is in the red. How will we proceed in the future?
・That's a misunderstanding. This is the first time I've heard of it being in the red.
・Pair Terrace is a tourist information center, not a convenience store.
- The city is working on a tourism project, but some people are against it. Pear Terrace also holds various events, so please come and see us and rate us.
[Development of public facilities]
The Oshidate Community Hall is aging. In the future, if it is to be rebuilt, this is my personal opinion, but I think it would be good to have a multi-purpose building that also includes a community center and disaster prevention functions.
-We would like to hear your opinions regarding the formulation of the next long-term comprehensive plan.
- Koshaheim in Hirao is a private senior housing facility built by a private developer.
・Although uneven distribution is an issue, it is not something the government can control.
-In the past, public facilities have been developed in accordance with administrative needs.
Currently, local governments across the country are facing the problem of being unable to cover the operating costs of old buildings and therefore unable to maintain them. Some neighboring cities are considering reducing the number of facilities, but there is strong opposition from the local community.
・On the other hand, Inagi has not built any facilities recklessly. If we build more facilities, we will not be able to maintain them in the future.
-We believe that maintaining an appropriate scale is necessary to promote sustainable administrative and financial management.
[Progress status of land readjustment]
I would like to know the progress of the land readjustment of the Nanzan area and Nambu Line stations that is currently underway.

・City planning roads 7, 4, and 5 = Scheduled to open within approximately 5 years.
・City Planning Roads 3, 4, and 17 = Expected to take 1 to 2 years to complete.
・JR Nambu Line 3 stations = All rotary sections in front of the station have been completed, except for the one in front of Inagi-Naganuma Station. The zoning around Inagi-Naganuma Station is currently coordinating with landowners, but this is taking time. The plan is to prioritize the road in front of the station first.
