I want a 24-hour police box to be set up in Hirao. The four Hirao neighborhood associations have gone to the police headquarters to have their case heard, but the situation has not changed. Every year, the city requests the Tama Central Police Station to set up police stations in various areas of the city. In particular, they strongly request that new police stations be set up in new towns such as Kamihirao, Odara, and Minamiyama. The city has also made requests to the National Police Agency, but their requests have not been granted.
In response, Tama Central Police Station stated that in addition to a lack of budget, 24-hour police stations require many personnel, but the number of police officers is decreasing, meaning they are unable to put in place the necessary systems and are therefore unable to respond.
We would like to continue making this request in the future.
I would like to ask for the installation of traffic lights and crosswalks. Some people have died in accidents, and there are dangerous parts. Traffic regulation is carried out by the Metropolitan Police Department (Headquarters). The city has been making requests to the police, and in addition to requests for the installation of police boxes, etc., it continues to make requests every year for the installation of traffic lights and crosswalks. If you make a request, a police officer will come to see the scene, but the reality is that this is rarely possible.
We would like to prioritize these requests as important requests and persistently continue to make requests.
The sidewalks at the Kamihirao bus stop are narrow, and in the morning hours, when there are many people, there are many bicycles going to the nursery school, which can be dangerous. I would like the sidewalk to be widened. I think it would be wider if the sidewalk poles could be moved. We believe that this is a problem that cannot be addressed by widening the sidewalks to improve the current situation. We ask that you yield to each other when passing.
The sidewalks near the Hirao Chuo-dori bus stop are seriously uprooted, so I would like something to be done about it. A fundamental solution is a difficult problem. The natural way to deal with uprooting is to cut down the tree, but there is strong opposition from local residents to felling or heavy pruning, so it is essential to get the consent of the local community.
Root cutting can make the tree unstable, and top-coating paving can create a risk of flooding.
I think the zelkova is important as a symbol of the Hirao district, but we need to discuss whether it is okay to use a large zelkova as a roadside tree on narrow streets.
In areas such as Kamihirao, which is a newly rezoned area, trees that do not grow large enough to be used as roadside trees are being selected.
It is a difficult problem to solve even if we take immediate measures now, and we need to think about what to do with Hirao Chuo Dori in the future.
For example, whether to cut down zelkova trees, prioritize barrier-free roads, or put utility poles underground, it is difficult to satisfy everyone.
The area around Friend Hirao has a lot of traffic and there are children's streets, making it very dangerous.
I would like them to consider countermeasures, such as installing curved mirrors or temporarily stopping traffic on both sides.
The management department will conduct an on-site inspection.

We checked the site and found that there is a library and a children's center in the area, where there is a lot of children passing by, and there is a risk that short children may fall into the blind spot of the curved mirror, so we determined that it would be inappropriate to install it there. .
Additionally, we have conveyed our request for temporary stops on both sides of the intersection to the Tama Central Police Station of the Tokyo Metropolitan Police Department, which is in charge of traffic regulation, but according to the Road Traffic Act, it is not possible to have temporary stops on both sides. Yomiuri Land Street leading to Yanoguchi is narrow and dangerous. The current Yomiuri Land Street will undergo construction to change the shape of the road itself as part of the Minamiyama Land Readjustment Project. Narrow roads will disappear and become safer roads.
Regarding school lunches: (1) A new school lunch kitchen will be built, but I would like to see more detailed measures taken to deal with allergies.
(2) My child has allergies, and depending on the menu, there are days when he cannot eat any school lunches. We pay the same school lunch fees, so it would be helpful if there was a small discount.
(1) I think the issue of school lunches is very important. Urban infrastructure development and child-rearing measures are important, but compulsory school lunches are also extremely important.
To prevent allergies, it is necessary to cook in a separate room, but the current kitchen does not have dedicated equipment for individual cooking, so detailed measures cannot be taken. Currently, we have substitutes for items that can be replaced, but we are unable to replace the actual side dishes, so we have detailed allergy information on the menu to alert customers.
The new kitchen will be able to accommodate menus based on elimination diets. A regular food line and an individual line will be set up separately. Avoid using major allergens (peanuts, buckwheat, etc.). The rest will be replaced with an elimination diet.
(2) If you can't eat anything at all because of an allergy, I can understand the feeling that school lunch fees are unfair. However, please understand that the cost of school lunches is covered by only one portion, which is equivalent to the cost of materials, and is mostly covered by taxes. We appreciate your understanding as it is difficult to calculate and discount each item individually. In the future, I would like to work on allergy countermeasures, such as providing elimination diets.
Why not make school lunches the same for each school (rather than the central system)? I think we can also accommodate individual allergies. The city has had many discussions in the past and ultimately selected the center method. There are various advantages such as labor burden, cost issues, and advanced hygiene management that is best managed centrally at a center. Additionally, the self-school method does not allow for the management of food ingredients.
Judgments are made based on comprehensive comparative consideration, not just on one point.
Friend Hirao holds events for the general public, but there are no signs and you won't know what's going on unless you go inside. I would like you to consider installing a bulletin board outside the room. The cultural center has a bulletin board outside, making it easy to understand. The Citizen Collaboration Division will check and respond.
[Additional information] The outdoor bulletin board at the Citizen Collaboration Division's Third Cultural Center is used to promote events hosted by the children's center and library.
At the Friend Hirao lifestyle and cultural facility, registered user groups decide the content of their activities and events, and we introduce groups and publicize their events on bulletin boards within the facility upon request.
Regarding the installation of bulletin boards etc. outside the facility, we have received a similar proposal from the Friend Hirao Management Council, and we will be collecting opinions from the committee members in the future.
Transportation is inconvenient in the Hirao area. I want to go to Owens Health Plaza, but it is difficult to get there from the Hirao area. There are many elderly people, but the only way is by i-bus. During the second phase of the i-Bus route review, we took time to discuss this with representatives from each region, and worked to improve access from Hirao to the city hospital.
Please note that the i-Bus is not operated on a profit-making basis and cannot be used as a substitute for route buses. If the number of i-buses increases too much, route buses will withdraw.
Although the number of i-buses has been gradually increased, the company currently faces an annual deficit of 100 million yen. The deficit is being covered through city taxes, but since some citizens do not use the iBus at all, it will be extremely difficult to incur further expenses in the future.
