Overview of Safety Net Guarantee No. 4
This is a system where the Credit Guarantee Association guarantees 100% of the loan amount separately from the general guarantee, as a financial support measure for small and medium-sized enterprises whose sales have decreased due to the occurrence of sudden disasters (natural disasters, etc.).

Note: From October 1, 2023, the certification application will be limited to refinancing purposes, so please be aware. (The format of the Application Form has also been changed.)
Target Small and Medium Enterprises
Small and medium-sized enterprises that meet the following requirements
- Continuously conducting business for more than one year in the designated area (Inagi City)
- Corporations must have their head office, etc. within Inagi City. Individual business operators must have their main business office within Inagi City.
- After being affected by COVID-19, in principle, the sales or sales volume (in the construction industry, the completed construction value or the order backlog, hereinafter referred to as "sales, etc.") for the most recent month has decreased by 20% or more compared to the same month of the previous year, and it is expected that the sales, etc. for the following two months, including the current month, will decrease by 20% or more compared to the same period of the previous year.
Relaxation of sales requirements for the last month
- If the comparison of sales figures for the "last month" and the same month of the previous year is not appropriate, it is possible to compare the average sales figures for the "last six months" with the average sales figures for the same period of the previous year.
- The targets for the relaxation of requirements include small and medium-sized enterprises that fall under the "relaxation of certification standards" (excluding 1).
Relaxation of Certification Standards
In order to allow business startups and others affected by the same infectious disease to utilize support, we are relaxing the certification criteria for small and medium-sized enterprises that fall under any of the following categories.
Eligible Small and Medium Enterprises
- Must have a business history of more than 3 months and less than 1 year and 1 month
- Due to the increase in stores since last year, it is difficult to make comparisons based solely on sales figures from the previous year.
Application Procedures
- Please prepare the required documents and submit them at the Economic Affairs Section, Commerce Division (proxy applications are allowed).
- It takes 2 to 3 days to issue the certificate. We will contact you by phone when the certificate is ready, so please come to the Economic Affairs Section, Commerce Division.
Required Items for Application
- 1 copy of the Application Form
- Documents that can confirm the contents (sales amount, etc.) stated in the Application Form, such as accounts receivable ledger, 1 copy
- For corporations, one original or copy of the complete certificate of registered matters
- For individual business operators, a copy of the final tax return for the most recent accounting period, 1 copy
