About certification of Safety Net Guarantee No. 5

What is the safety net guarantee system?

This is a national system in which measures such as a separate guarantee limit are taken for small and medium-sized enterprises that are having trouble with stable management due to deterioration in business conditions.
Eligible small and medium-sized enterprises must be certified by the mayor of the municipality where the head office (or the main place of business for sole proprietors) is located. It is necessary to apply for a loan with

Certification criteria

(b) Sales, etc. for the last three months have decreased by 5% or more compared to sales, etc. for the same period of the previous year.

  • For small and medium-sized enterprises affected by the COVID-19 pandemic, the standard for determining the decrease in sales in (i) above will be "comparing the sales, etc. for the most recent three months with the same period immediately prior to the impact of the pandemic."
  • If you are applying for certification if your business has been in business for less than one year and three months, please contact the Commerce and Industry Section of the Economic Affairs Division in advance.

(b) The price of the sale of goods or the provision of services despite the fact that the purchase price of crude oil, etc., which accounts for 20% or more of the cost of sales related to products, etc., has risen by 20% or more due to the rise in crude oil prices. Before applying, please check which of the following applies to you.
(1) Doing only business belonging to one designated industry, or being a part-time business (explanatory note), and all the businesses being carried out belong to the designated industry.
(2) Being a part-time business, and the main industry falls under the designated industry.
(3) Being a part-time business operator and engaging in business belonging to one or more designated industries (regardless of the main industry).

Note: Part-time business: Small and medium-sized enterprises engaged in business belonging to two or more industry subclasses

Application procedure

  1. Please prepare the documents and submit them to the person in charge of Commerce and Industry, Economic Affairs Division.
  2. It takes 2 to 3 days to receive the certificate. We will contact you by phone when the certificate is ready, so please come and pick it up.

  4. "Last 3 months" means that you can go back up to 6 months in advance if sales, etc. for the most recent month have not yet been tabulated. If you apply in November, it is 3 months from May, which is 6 months ago. "Last month" can go back up to 4 months ago. If you apply in November, you can go back to July.
