Exemption, Payment Deferral, Special Payment System for Students

If it is difficult to pay the National Pension insurance premiums due to financial circumstances, there is a system to exempt or defer the payment of premiums.

Legal Exemption

If you are receiving Public Assistance under the Public Assistance Law or receiving Disability Pension (Grade 1 or 2), by making a Notification, you can have the full amount of insurance premiums waived retroactively from the date you received them.

Application Exemption

If it is difficult to pay insurance premiums due to a decrease in income or unemployment, you can apply for approval to have all or part of the insurance premiums waived. Applications are required every year, and the approval period is from July to June of the following year.
Note: If full exemption is approved and you wish to continue receiving full exemption in subsequent years, you can omit the submission of the application form for those years. However, this does not apply when applying for special cases due to unemployment.
Those approved for partial exemption will have their approval invalidated and will be considered unpaid if they do not make partial payments.
As a special case, a special measure is applied to individuals who have resigned from their company, treating their income as nonexistent.
To receive the special case, a copy of the Employment Insurance Insured Person's Separation Notice or a copy of the Employment Insurance Eligibility Notification is required.

Full exemption

Income Standard
(Number of Dependents + 1) × 350,000 yen + 320,000 yen
Monthly Insurance Premium 0 yen

Three-quarters exemption

Income Criteria
880,000 yen + (Number of dependents × 380,000 yen) + (Number of specific dependents × 630,000 yen) + Social insurance premium deductions, etc.
Monthly insurance premium 4,250 yen

Half Price Exemption

Income Criteria
1.28 million yen + (Number of dependents × 380,000 yen) + (Number of special dependents × 630,000 yen) + Social insurance premium deductions, etc.
Monthly insurance premium: 8,490 yen

Quarter exemption

Income Criteria
168,000 yen + (Number of dependents × 380,000 yen) + (Number of specific dependents × 630,000 yen) + Social insurance premium deductions
Monthly insurance premium 12,740 yen

  • Note: The monthly insurance premium is the amount that will need to be paid for the exemption period starting from July of the 6th year of Reiwa.
  • Note: A specific dependent relative refers to a dependent relative who is between 16 and 23 years old.
  • Note: The deduction for elderly dependents and elderly spouses (aged 70 and over) is calculated as the number of dependents multiplied by 480,000 yen.
  • Note: The income criteria for payment deferral is the same as full exemption, and the special student payment exception is the same as half exemption.
  • Note: Those affected by disasters such as earthquakes and wind and water damage may be eligible regardless of income, so please consult with us.

Student Payment Special Exception System

For students, if their income is below a certain amount (this amount is increased according to the number of dependents), they can apply and, upon approval, the payment of insurance premiums will be deferred from April to March of the following year.

Income Criteria
1.28 million yen + (Number of dependents × 380,000 yen) + (Number of special dependents × 630,000 yen) + Social insurance premium deductions, etc.

Note: Applications are required every year. Please bring your student ID.
If approved, and if you have a planned period of enrollment for the following year and beyond, the Japan Pension Service will send the "National Pension Insurance Premium Student Payment Special Application Form" (postcard) in late March. If you wish to continue applying for the student payment special system, you can omit the procedures at City Hall by filling out the necessary information on the sent application form and returning it to the Japan Pension Service.

Payment Deferral System

If the income of the individual and their spouse under 50 years old (under 30 years old until June 2016) is below the full exemption criteria, there is a system that allows for the deferral of insurance premium payments regardless of the household head's income.
This system applies to insurance premiums up to June of the 12th year of Reiwa.
Note: An application is required every year, and the approval period is from July to June of the following year.
If the deferral of payment is approved and you wish to continue deferral or full exemption in the following year, you can omit the submission of the Application Form. However, this does not apply when applying for special cases due to unemployment.
