While it can be said that disaster preparedness measures for individuals and evacuation centers have gradually improved due to increased disaster awareness, there are numerous reports indicating that actual evacuation center life often lacks consideration for the differing needs of men and women, forcing vulnerable individuals to endure unreasonable hardships and live in dangerous environments.
This time, recognizing that anyone could potentially become a victim in the future, we conducted a workshop on setting up evacuation centers that focuses on learning perspectives and methods to ensure that those who are often placed in vulnerable positions during disasters, including women, can maintain their physical and mental health, thereby solving more issues.

In the first part, Ms. Mutsuko Tendo gave a keynote speech incorporating her experiences from actual disaster sites, discussing "Disaster Women's Studies." We learned about the continuity between everyday life and extraordinary situations, where inequalities that lurk in normal times manifest as violence and discrimination during disasters, and the importance of recognizing and correcting these inequalities while incorporating multifaceted perspectives in the management of evacuation centers and support during disasters.
Additionally, staff from Inagi Fire Station spoke about the local disaster prevention plan and community disaster prevention organizations in Inagi City.

 

In the second part, we simulated setting up a shelter assuming we had evacuated due to a disaster. We shared the needs and concerns of various groups, such as single mothers, foreigners, people with disabilities, Older Adults, and families with children, and discussed how to manage the operation to address those issues in our groups.

 

In the survey after the forum, we received feedback such as "Empowered by the academic aspects and persuasive lectures based on real experiences," "Very easy to understand and listen to," and "I was glad to hear about my town from the staff of Inagi City."

What is the "Inagi Gender Equality Promotion Forum"?

The "Inagi Gender Equality Promotion Forum" was established in 1975, commemorating the International Women's Year, with the theme of "A Good Society to Leave for Our Children" as the "Inagi City Women's Gathering."
Since then, the name has changed to "Inagi Women's Gathering," "Inagi Women's Forum," and "Inagi Forum for Women and Men," addressing various themes through different formats such as lectures, and has now become the current "Inagi Gender Equality Promotion Forum."
In order to realize a society where everyone can live as themselves, a committee composed of citizens selects various themes related to gender equality, requests and coordinates speakers, and manages the event and compiles records on the day.

The prolonged COVID-19 pandemic has highlighted disparities and hardships faced by socially vulnerable groups. This is not a new problem created by the pandemic, but rather a visualization of the already existing unequal social structures.
We learned about the highlighted issues and their backgrounds, and considered a future where everyone can live more easily.
