The "International Cultural Training" journal (VOL97 Autumn Issue) published by the National Association of Municipalities International Cultural Training Institute (under the jurisdiction of the Ministry of Internal Affairs and Communications, etc.) features a special article at the beginning about the national training session for municipal employees and council members held in February 2017, titled "From Lifelong Learning Administration in Inagi City, Tokyo: Connecting to Supporting Each Other." The lecturer was Toshiyuki Shimomichi (Social Education Officer). Inagi City is realizing steady promotion of Lifelong Learning, such as the establishment and development of Inagi IC College, without increasing the number of employees or the budget. The efforts and ingenuity of Inagi City, exemplified by the principle that "continuity is strength," have been selected by the Ministry of Internal Affairs and Communications as a national model.

Since the formulation of the "Third Inagi City Lifelong Learning Promotion Plan" published in March 2012, it has also been responsible for the annual "Social Education Director Training Course" (organized by the Ministry of Education, Culture, Sports, Science and Technology) starting from the fiscal year 2013.
