The system for managing public facilities such as roads, waterways, parks, and green spaces, which are managed by the city, started in August 2002 as the Adopt System (Inagi City Public Facilities Adopt System), where citizens take responsibility for management in collaboration with the city, not as a mandatory activity.
Through greening, beautification, and cleaning activities under the Adopt System, we believe that we can foster a sense of care for public facilities, improve the local environment, and form community ties.
Traditionally, public facilities were managed by the administration, but by having citizens take the lead in management, it becomes possible to manage in a way that suits the characteristics of the community and to make effective use of public facilities.

Content of the Adopt System

Those who can become Collaboration Administrators

  1. Those who are elementary school students or older residing, working, or studying in the city, or organizations composed of these individuals.
  2. For organizations, it must fall under one of the following categories. However, if the main members of the organization are elementary or middle school students, their representative must be a Parent or Guardian or an education-related person.
    • A. The representative must be an adult and have an address within the city.
    • The representative is an adult and is employed by a company that has an office in the city.
  3. It is an organization that can continuously engage in greening, beautification, cleaning, etc. for a period of more than one year.
  4. It is not an organization that harms or is likely to harm the public interest, a profit-making organization, an organization aimed at religious activities, or an organization aimed at political activities.

Activity Details

  1. Matters related to the greening, beautification, and cleaning of Public Facilities.
  2. Awareness raising regarding the preservation of Public Facilities.
  3. Proposals and implementation regarding improvements to the functions of Public Facilities.
  4. Regarding the reporting of damage to Public Facilities.
  5. In addition to the items listed above, matters related to the management of Public Facilities.

Use of Public Facilities

Collaboration managers can establish and manage flower beds, or acquire or utilize flowers or thinned wood for the public facilities they manage, with the permission of the mayor.

Support for Activities

The city can provide the following support to the collaboration managers within the budget.

  1. Provision or loan of necessary materials for greening, beautification, or cleaning
  2. Loan of Arm Bands
  3. Display of a sign indicating the name of the Collaboration Administrator (In principle, one location for each Public Facility)
  4. Enrollment in Injury Insurance
  5. Holding of Training Sessions

How to Apply for the Adoption System

Application Procedure

  1. Contact the Greenery and Environment Division at City Hall for inquiries and consultations.
  2. Fill out the required information on the application form for the Adopt-a-System, and apply at the City Hall Greenery and Environment Division or the Management Division window, where you will undergo a review of your application contents such as the activity plan.
  3. If the applicant and the city reach an agreement after the examination results, a memorandum of understanding will be exchanged between the organization and the mayor.
  4. Start of Activities under the Adoption System

Note: Please submit the activity report to the city after the activity begins.

Activity Report

After the start of activities, please describe the activity status for one year in the activity report and submit it to the city by the end of May each year.

In case of changes

If there are any changes to the activity location, participants, or content, please submit a change notification form to the city. After submission, you can change the agreed content in consultation with the city.

If you stop the activity

If you wish to discontinue the activity, please submit a cancellation request form to the city. After submission, you can terminate the agreement with the city.
Please refer to the forms related to the adoption system for the cancellation request form.
Note: If you terminate the agreement, please restore the managed area to its original condition.
