Background (The circumstances leading up to the creation of the Inagi City Landscape Color Guidelines)
Characteristics of Inagi City and Past Initiatives
The characteristics of Inagi City include a rich natural environment with lush Tama Hills and rivers such as the Tama River and Misawa River, while also being a region where community development is promoted through Tama New Town and the Land Readjustment Project, resulting in a unified streetscape with unique features in each area.
In Inagi City, to utilize this natural environment and to preserve and create a good streetscape through community development, the "Inagi City Landscape Basic Plan" was formulated in March 1998 with the concept of "A beautiful urban landscape where the seasons breathe." Since then, based on this plan, various measures related to landscape have been promoted from different perspectives, including the promotion of undergrounding utility lines, the formation of a "beautiful streetscape" utilizing the District Plan system, and the designation of preserved green spaces, striving for the creation of a good landscape.
Recent Situation
In recent years, due to the enforcement of the Landscape Act in 2004 and troubles among neighboring residents regarding the colors of buildings in other cities, residents' interest in urban landscapes has been increasing year by year.
For this reason, starting from the fiscal year 2010, the city has begun the process of formulating the "Inagi City Landscape Color Guidelines" as a standard for the colors of buildings to maintain and preserve the townscape in the city.
Regarding the Implementation of the Inagi City Landscape Color Guidelines
"Inagi City Landscape Color Guidelines" were formulated based on the results of the current situation survey of buildings in the city, discussions and recommendations from the Landscape Creation Conference, and the content of public comments (opinion solicitation) from May 23, 2011, to June 23, 2011, and have been in effect since October 1, 2011.
We encourage citizens and Business Operators to make use of these guidelines when constructing new buildings, rebuilding, or repainting walls.

Facility
In principle, all buildings, etc.
However, please contact us as the following cases may not be subject to consideration for buildings and structures that take into account the surrounding environment and landscape.
- In cases where color standards are established in the District Plan, or where standards and guidelines are established based on other laws and regulations
- When using natural materials and traditional local materials
- Facilities that serve as the core of the community (such as landmark structures)
Notification
Within the District Plan Area
A notification of the District Plan is required to the city.
Please attach a drawing with the Munsell values of the colors used for the exterior walls and roof to the District Plan notification documents.

Outside District Plan Area
Although there are no notifications to the city, we ask for your cooperation in referring to this guideline to avoid using "highly saturated and prominent colors" so as not to create a sense of incongruity with the rich natural landscape surrounding the entire city, in order to form a "beautiful urban landscape that breathes with the seasons" characteristic of Inagi.
