About buried cultural properties
Buried cultural properties are cultural properties such as relics such as remains of dwellings and earthenware that are buried in the land. In addition, land where the existence of buried cultural properties is known (well-known buried cultural property holding grounds) is mainly said to be an archaeological site. Currently, 161 ruins have been confirmed in Inagi City.
When carrying out projects such as civil engineering work in well-known buried cultural properties, a notification must be submitted at least 60 days prior to the start of construction. If you have a plan for construction, please contact the Lifelong Learning Division.

If you have any questions about whether your area is a site containing buried cultural properties, please contact the Inagi City Local History Archives on the second floor of the Friend Hirao complex. Please bring a guide map or map showing the planned project site. If you are far away, you can also contact us using the dedicated form.

Notification of excavation of buried cultural properties
If the location where civil engineering work is to be carried out falls under the category of buried cultural properties, it is necessary to submit a notification based on Article 93 of the Law for the Protection of Cultural Properties.

Notes
- Please submit the application to the Cultural Properties Section of the Lifelong Learning Division on the 2nd floor of the Inagi City Local History Materials Room at least 60 days prior to the start of construction.
- The number of copies to be submitted is two (original: to be submitted to Tokyo, copy: to be submitted to Inagi City).
- All documents, including drawings, must be submitted on A4 size paper .
- The submitter must be either the land owner , the construction entity , or the person responsible for construction .
After submitting the buried cultural property excavation report
The submitted documents will be sent from the Inagi City Board of Education to the Tokyo Metropolitan Board of Education, and a response will be sent to the submitter in about two weeks. Whether or not an excavation survey is required is determined by the following categories.
The applicant and the Inagi City Board of Education will consult with each other, so please contact the Lifelong Learning Division when you receive the notification.
When conducting an excavation survey before construction
- When buried cultural property is excavated due to construction work, etc.
- When there is a risk of impacting buried cultural properties due to the construction of embankments or temporary structures, etc.
- When constructing permanent buildings, roads, etc.
In this case, the investigation costs will be borne by the business operator.
When conducting trial drilling and confirmation surveys
- When it is not possible to determine the presence or absence of buried cultural property by observing the ground surface, and it is necessary to confirm its presence or absence
- When buried cultural property exists and excavation is required, it is necessary to understand the details of the property and its characteristics.
In this case, the city will conduct a partial excavation survey in advance.
When conducting an on-site inspection
- When the excavation depth is planned to be less than the surface of the remains
- When past survey results show that there are few remains in the area
- For small-scale construction projects
In this case, city officials will be present during foundation work etc. to check whether there is any impact on buried cultural properties.
An inspection will be conducted, and if remains or other structures are confirmed, a preliminary investigation may be carried out.
For careful construction
- In areas where preliminary surveys have already been conducted
- In areas that have already been leveled
