Civil engineering work, etc. in the land containing buried cultural properties

About buried cultural properties

Buried cultural properties are cultural properties such as relics such as remains of dwellings and earthenware that are buried in the land. In addition, land where the existence of buried cultural properties is known (well-known buried cultural property holding grounds) is mainly said to be an archaeological site. Currently, 161 ruins have been confirmed in Inagi City.
When carrying out projects such as civil engineering work in well-known buried cultural properties, a notification must be submitted at least 60 days prior to the start of construction. If you have a plan for construction, please contact the Lifelong Learning Division.

Inquiries about buried cultural properties

Inquiries regarding whether or not a site is a buried cultural property are accepted at the Lifelong Learning Division cultural property counter on the 2nd floor of the Inagi City Local Archives in the compound facility Friend Hirao. Please bring a guide map or map that shows the planned project site. If you are far away, please send us a map by fax (fax number: 042-331-0660).
We do not accept inquiries by phone. In order to ensure the accuracy of the relevant part of the containing area, we will only respond to the window or fax, so please cooperate.

Notification of excavation of buried cultural properties

If the location where civil engineering work is to be carried out falls under the category of buried cultural properties, it is necessary to submit a notification based on Article 93 of the Law for the Protection of Cultural Properties.

Notes

・Please submit it to the Lifelong Learning Division Cultural Assets Section on the 2nd floor of the Inagi City Local Archives at least 60 days before the start of construction.
・The number of copies to be submitted is 2 . (Primary → Submission for Tokyo Metropolitan Government Submission → Inagi City Submission)
・Please submit all documents, including drawings, in A4 size .
・The submitter should be either the land owner , the principal of the construction work , or the person in charge of execution .

After submitting the buried cultural property excavation report

The submitted documents will be sent from the Inagi City Board of Education to the Tokyo Metropolitan Board of Education, and a response will be sent to the submitter in about two weeks. Whether or not an excavation survey is required is determined by the following categories.
The applicant and the Inagi City Board of Education will consult with each other, so please contact the Lifelong Learning Division when you receive the notification.

When conducting an excavation survey before construction

1. When buried cultural properties are excavated due to construction work, etc.
2. When there is a risk of affecting buried cultural properties due to the installation of embankments, temporary structures, etc.
3. When installing permanent buildings, roads, etc. In this case, the business operator bears the research expenses.

When conducting trial drilling and confirmation surveys

1. When the presence or absence of buried cultural properties cannot be determined by observation of the ground surface and it is necessary to confirm the presence or absence
2. When there is a buried cultural property and an excavation survey is required, and it is necessary to understand the content and characteristics in more detail, the city will conduct a partial excavation survey in advance.

When conducting an on-site inspection

1. When the excavation depth is planned not to reach the surface of the remains
2. If it is an area with scarce remains, etc., based on past survey results
3. In the case of small-scale construction, city officials will be present during foundation construction, etc., in order to confirm that there will be no impact on buried cultural properties.
We may carry out a preliminary survey if we carry out the witnessing and the remains are confirmed.

For careful construction

1. For areas where preliminary surveys have already been conducted
2. Areas that have already been leveled Even in such areas, please be careful when conducting projects so that buried cultural properties are not affected.
