Amendment of laws and regulations regarding carbon dioxide fire extinguishing equipment
From December 2020 to April 2021, a series of accidents involving carbon dioxide fire extinguishing equipment occurred one after another, so laws and regulations were revised to prevent recurrence of accidents.
Due to the revision of laws and regulations, building related parties are required to implement items 1 to 4 below.

1 Installation of shutoff valves [Related to Article 19, Paragraph 5, Item 19 (a) and (c) of the Fire Service Act Enforcement Regulations] Note: Until March 31, 2020

To ensure safety when carrying out construction and maintenance in areas where carbon dioxide fire extinguishing equipment is present, if it is not installed, a shutoff valve must be installed to close the piping to prevent carbon dioxide from being released .
Note: In Inagi City, all buildings equipped with carbon dioxide fire extinguishing equipment are equipped with shutoff valves.

2 Installation of new signs [Fire Service Act Enforcement Regulations Article 19, Paragraph 5, Item 19 (i) (ho) related] Note: Until March 31, 2023
Signs warning people about the dangers of carbon dioxide must be posted in conspicuous places such as entrances and exits of the following locations:
- Place where there is a container for storing carbon dioxide (fire extinguisher cylinder storage)
- Location where carbon dioxide is released (hereinafter referred to as "protected area")

3 Matters that must be maintained and managed by building personnel have been added [Related to Article 19-2 of the Fire Service Act Enforcement Regulations] Note: Until March 31, 2020
- When people enter the protected area, the shutoff valve must be closed .
- When no personnel are present in the protected area, shut-off valves should be left open .
- If the object is automatically activated and a person enters the protected area, set the automatic manual switching device to manual mode .
- If extinguishing agent is released, keep the protected area clear of personnel .
- Near the control panel of the carbon dioxide fire extinguishing equipment, there should be books (equipment configuration diagram, system diagram, floor plan of the protected area and location where storage containers are stored, A flowchart for automatic/manual switching work) shall be provided .

4 Implementation of inspections by fire equipment engineers, etc. [Related to Article 36, Paragraph 2, Item 4 of the Fire Service Act Enforcement Order]
Regardless of the total area of the building, carbon dioxide fire extinguishing equipment (limited to area-wide release systems) must now be inspected by a fire equipment engineer or someone qualified to inspect fire equipment .
