Announcement of FY2014 business evaluation

Based on the "Inagi City Green Basic Plan" revised in 2011, Inagi City is developing a city of water and greenery.
Below, we report on the projects implemented in FY2014 and the evaluation results from third-party organizations.
1 " Green Ring " Conservation and Utilization Project

It was good to know that even if the land owned by Komazawa Gakuen cannot be designated, it can be preserved. The green space that can be seen from the classroom is full of nature. We understand that it is difficult to persuade landowners because of their own circumstances. I would like to evaluate the flexibility of moving forward from what seems possible, as the specified order was changed according to the situation. We look forward to future results. Overall, I think it's progressing according to plan, so I appreciate it. Encouraging the designation of the land as a conservation area will encourage landowners not to give up their land easily, and as a result, I think it will lead to the conservation of greenery. However, I think it is unavoidable that there are cases where it is not always possible to maintain good management conditions after designation. |

Regarding the grassing of the school grounds, even if there are variations in the area and the management situation, I got a favorable impression in the sense that it is a first step. Not only is it a fine case that is used as a soccer court, but even a small corner is used for preparatory exercises for physical education classes. Although labor is required for maintenance, I felt that it was a significant project with a great effect of "Ryokuiku (growing greenery)". The roof greening of the school has just been completed, so I have high hopes for the future. Determine that you have achieved your business goals. Even if there are differences in the area covered with grass and the management situation, the presence value in the school is high. Looking at the current situation of the second junior high school, I realized that PTA and local cooperation efforts are indispensable. |

I think that we should clarify the reasons for the discontinuation, such as whether it is a matter of necessity or a management problem, and think about how to deal with it in the future. I think it's hard for schools to manage their summer holidays. The number of schools that implement the program has decreased sharply, perhaps because the boom has passed at school sites. I would like the department in charge to not only tally up the numbers, but also ask why the initiative was stopped. This reduced change is of great interest to me as a panel member. If there is an adverse effect, it is necessary to write it down, analyze it, and work out countermeasures. I would like to ask for enlightenment based on reality. In the future, in order to achieve the project goals, I would like you to summarize the success stories of schools that are going well and use them as materials for enlightenment of schools that have not been implemented. I want you to recognize that the responsibility for things that go wrong lies with the department in charge. We think that we should give instruction to get rid of it if there is difference in approach by school. It is difficult to continue without a person in charge within the school. |

Regarding the use of "Ocean Blue", it has a strong short-day nature and is a perennial plant, so if it is not overwintered, I feel that "Asagao" is more suitable in terms of flowering and later management. For the purpose of harvesting, I think that if we increase the variety of loofah, green beans, cucumbers, etc. in addition to goya, we will not get tired of it. It is good that the green curtains have the effect of softening the direct sunlight by the window. This year was especially hot, so I think it worked. It's a facility where people originally gather, and the container is installed in a place where there is a lot of people, so it's good to be conspicuous. Therefore, it may be growing (managed) well. The target of 5 Cultural Centers is 4, which is a little lenient evaluation, but I gave it ○. At the 3rd Cultural Center, it was shrinking from last year. I find it difficult to continue actively. |

Difficult to maintain and maintain. The impression is that it is difficult to manage water (stagnant water). Maintenance is not well done (rooftop greening of community promotion plaza). At the time the building was built, rooftop greening was supposed to meet the greening ratio, but it seems that sufficient facilities were not provided. Since the rooftop is usually closed, daily maintenance seemed to be quite difficult. Even so, the surface temperature of the part covered with soil and plants and the part covered with concrete were completely different, so it seemed to have the effect of reducing the heat island phenomenon. Even if it is because of the era when the concept of rooftop greening was not popular, it is regrettable that the design is lacking in facilities. Evaluate only if the status quo can be maintained. I hope that the quality will improve in the future, and that good greenery will be maintained in the final year. I felt that the condition of the sedum was worse than last year, but the ground surface temperature was lower than that of the adjacent flat that was not greened, and I realized that there was an effect of rooftop greening. I have heard the opinion that if we grow drought grass and bush mustard instead of sedum, it will be resistant to adversity and can secure a lot of greenery because it is an isolated rooftop and there is no fear of spreading to the neighborhood. |

Due to the on-site inspection, the evaluation of the department in charge was lowered. Ryunohige does not grow taller even when it is fully grown, so it may be easier in terms of management, but I think it would be a waste to occupy the 261m2 area with only Ryunohige. Even if it is an environment that the general public cannot see, I think that it is possible to publicize the rooftop to those who use it, so there is room for consideration. It was midsummer when I visited, so I didn't think it was in very good condition (rooftop greening at Inagi City Health Plaza). Measures for rooftop greening have been taken at the design stage, and it is good that watering can be done with a timer. It can be seen from a distance from some of the hospital rooms, so I think some people find it comforting to be surrounded by greenery. It's a bit sad that there's only one Ryunohige, but it's a closed place, so it's realistic. I think that pruning Ryunohige seems to be the reason why things are going well. I'm worried that I can't maintain a good condition with Ryunohige. Some are dry. |

The parking lot was very good. There was a lot of greenery around the hospital as well. Even weeds are fine for the outpatient department of the hospital, so I want it to be filled with greenery. Combining trees that shine in the colors of each season, it is three-dimensionally built and has a high degree of perfection. I have watering equipment and do not neglect regular pruning. From the beginning, they have outsourced the management of the parking lot and the green space to a contractor, and I felt that this was a professional job (the rooftop greening of the municipal hospital's outpatient examination building and the health plaza). Evaluate whether it is in good condition. I think there is a reason why not only Ryunohige but also low shrubs such as Abelia are well preserved. I wonder if I can explore the reason and use it in other places. Good maintenance condition. |

About one-fifth of the whole plant has withered, so it seems necessary to plant it again. There is a lot of greenery in the surrounding area, but due to the heat wave, I don't think that the greening has been maintained (Shiroyama Experience Learning Center Rooftop Greening). Perhaps because I went to see it at a different time than the one in the photo, it looked like it was withering in the summer from a distance. It is a relatively new facility and seems to have been designed with rooftop greening, so basically the general public cannot climb up on the roof, but I wanted to visit the site. Appropriate mowing and weeding are carried out, and greening is evaluated to be maintained. I think that the white clover and the screw-bana were planted with a purpose, but I think they are not suitable as materials for greening. Because it is surrounded by greenery, weeds stand out. |

It is said that the work was carried out only in Inagi Central Park, so it is difficult to evaluate only one park. The natural shape of a tree is thought to be what a tree should be. If left unattended, the branches and leaves will grow to fill the space and appear natural at first glance. On the other hand, due to the density of dense leaves, the lower branches wither and die, leaving only the upper branches. It is important to keep the quality of the tree, the density of the branches and leaves, the length of the skeletal branches suitable for the height of the tree, and the distance between trees. Safety should be ensured while following the target for the park, and evaluation is difficult because it is not clear what kind of things are being done. I think the range is too wide and it's difficult. The business report is difficult to understand and the image does not come out. I would like a more detailed report on what kind of trees were selected and how they were pruned in which area of the central park, or whether the progress was observed without pruning. Chuo Park has a large copse of trees, and the restricted area has a low risk of accidents, so I think it's appropriate to start here. It would be good to announce it in public relations etc. when it gets on the orbit. Participation is appropriate because the project target is 5 parks and the implementation is 1 park. I don't know what it takes to make it a natural tree shape, but if you want to prune it to maintain its natural shape, you should secure a sufficient budget. If there is no budget, I think that the evaluation will always be △ unless the project goals are changed. From the nearby Hirao Neighborhood Park, I feel that it is managed to give a sense of nature. |

In anticipation of the future of the trees, pruning back the branches in consideration of the balance between the growing environment, the distance between the trees, the variety, the physiology, and the height of the tree, will achieve the desired natural tree shape. In particular, when the same contractor is doing the work, it tends to be the same work as before, and it seems that guidance is necessary. I think that it is difficult to manage the breeding all year round due to the weather (this season is the Tama River Cycling Road and the Misawa River side road). I think that it would be enough if we investigate the timing of not cutting flower buds and decide the timing (order) of pruning for each route in the city. I think gardeners have been pruning trees to make the best use of their natural shape, both now and in the past. I can't really rate it. I don't know what to do. The people in the management section might understand, but I don't. Perhaps the goal is to grow and manage the trees on the roadside in a way that makes them feel natural, but at present, I can't really evaluate it. |
3. New urban area greenery creation project

Now that the hardware has been completed as planned, attention will be focused on future maintenance methods. It will be interesting to see what kind of results can be achieved with the latest concepts and equipment. Appreciated that the roof greening of Minamiyama Elementary School was completed as planned. I would like to pay attention to it because it is a greening plan from the time the school was newly established. |

Volunteer training is difficult. It seems that it took some time to consider it, but I expect concrete actions in the next fiscal year (FY2015). It would be good if the location of forest land management and the number of human resources were written. I remember that more than 30 years ago, many people participated in training activities at the 3rd Cultural Center in the Hirao area. I would like to see a flow of activity support and opportunities that would encourage citizens to take an active stance toward volunteering. |
