Announcement of FY2014 business evaluation

Inagi City is developing a city of water and greenery based on the "Inagi City Green Basic Plan," which was revised in 2011.
Below, we will report on the projects implemented in 2014 and the evaluation results from third-party organizations.

1 " Green Ring ( ) " Conservation and Utilization Project

I was glad to learn that even if the land owned by Komazawa Gakuen cannot be designated, it can still be preserved. The green space visible from the classroom is full of nature, which is nice.
I understand that persuading landowners is difficult, as each has their own circumstances. I understand that the order of designation was changed based on the situation, and I commend the flexibility of moving forward with what is possible. I look forward to seeing future results.
I think things are going pretty much as planned, so I give it a thumbs up.
I think that encouraging the designation of conservation areas will encourage landowners to hold on to their land easily, and will ultimately help preserve greenery. However, I also think that it is inevitable that areas cannot always be well-managed after designation.

I think private forest land is difficult.
This is an item that is planned to be launched by FY2016, so I would like to see concrete action taken in FY2015.
I think it's good to change your approach.
No results worthy of evaluation have been achieved.
It can't be helped that it is not possible to identify groups that are interested in activities, but I wonder if there is a way for the city to increase the chances of making contact with people who have the potential to communicate.

2. Project to create nearby green spaces

The goal is to formulate a placement policy during the second phase, but no goals beyond that have been set in the third and fourth phase action plans.
From a disaster prevention perspective, there is no time to be complacent, so we would like you to consider adding action plans to the third and fourth phases so that we can proceed steadily until the construction of the park is completed.
Personally, I think this is the project that requires the most speed.
We evaluate the project to have identified the shortage of target parks.
I often think that parks in established urban areas serve as oases for residents raising children.
It is commendable that the shortage areas were investigated and identified.

It is hoped that by making Chibikko Hiroba eligible for the leased land park system, it will be secured more stably as a park.
The fact that we received offers of donations can be considered an accomplishment. And if there is a children's play area in an area that lacks parks, I look forward to seeing it all the more in the future.
I appreciate that they were able to bring Shimotsukado Park up to the opening announcement.

Even if the details of the development are not directly related to ``greenery'', it is very important that the space is properly managed and maintained so that it is a space that will continue to be loved and used by local people.
I would like to request that the facility be redeveloped to meet future needs.
Goals are not specific and cannot be evaluated.
I think the business report is a self-satisfying evaluation.
Inspecting playground equipment is also important for the city.
I think that if the Adapt system can be utilized, it will be effective for interaction between young and old people.

The steady efforts are commendable. In particular, the management of the lawn at Second Junior High School is excellent.

The management of lawn maintenance is more difficult than the construction. It is difficult to maintain turf construction without a clear vision. Regarding rooftop greening, if students are not satisfied with the construction and can make the management itself a part of their research, it would be a more meaningful investment.
There seems to be variation depending on the region.
I thought the lawn of the second junior high school was in the Hirao, Sakahama area.
Regarding the idea of ​​turning schoolyards into lawns, even though there are variations in area and management status, I have a good feeling that it is a first step.
Not only is there a splendid case that is used as a soccer court, but even a small corner is apparently used for warm-up exercises for physical education classes, and I felt that they are nurturing children's affinity for greenery.
Although it requires a lot of effort to maintain and manage, I felt that it was a very meaningful project with great effects of ``greening''.
The school's rooftop greening project has just been completed, so we look forward to seeing it in the future.

Looking at the current situation at the second junior high school, I realized that cooperation with the PTA and the local community is essential.

Only 24% of schools have implemented this campaign, and it is questionable whether this movement will spread in the future. I think we should clarify the reasons for discontinuing, such as whether it was a necessity issue or a management issue, and consider future responses.
I think schools have a hard time managing summer vacation.
Perhaps this means that the boom in schools has passed, and the number of schools implementing the program is drastically decreasing.
I would like the department in charge to not only tally the numbers, but also to ask why the initiative was discontinued.
As a committee member, I am very interested in this reduced change.
If there are any negative effects, it is necessary to write them down, analyze them, and devise countermeasures. I would like to ask for enlightenment based on reality.
In the future, in order to achieve the project goals, I would like to compile the success stories of schools that are going well and use them as materials for raising awareness of schools that are not yet implemented. I want them to realize that the responsibility for things that don't go well lies with the department in charge. If there are differences in efforts between schools, I think there should be guidance to eliminate them.
If there is no person in charge within the school, it will be difficult to continue.

The efforts of the nursery school are commendable.
It seems that they are working with a goal in mind.
I am cultivating my children's appreciation for plants and flowers.
I have the impression that they are successfully incorporating it into childcare tools.
The reports are detailed, give you a good idea, and make you feel at ease.
I want to continue raising children who are familiar with greenery.
Determine that the business goal has been achieved.
I heard that children are allowed to come into direct contact with the flowers, green curtains, and vegetable gardens they have grown. I think it is possible to continue this program because it is included in the childcare program.

The efforts of each cultural center will be evaluated.
Regarding the use of ``Ocean Blue,'' I feel that ``Morning Glory'' is more suitable in terms of flowering and later management, as it has a strong short-day nature and is a perennial plant, so if you do not want to overwinter it. I think if you increase the variety of things you harvest, such as loofah, green beans, cucumbers, etc. in addition to bitter gourd, you won't get bored.
It was good that the green curtains had the effect of softening the direct sunlight near the window.
I think it was effective because it was particularly hot this year.
It's a facility where people gather, and the containers are placed in areas where there is a lot of foot traffic, so it's good for them to be seen. Therefore, it may be growing (managed) well.
The target of 5 cultural centers was 4, which is a bit of a lenient evaluation, but I gave it a ○.
At the Third Cultural Center, the number has been reduced since last year. I feel that it is difficult to continue more actively.

Since there is no equipment to maintain and manage, sufficient management cannot be expected.

Difficult to maintain and continue.
I get the impression that the construction is difficult to manage water (stagnant water).
Maintenance has not been done well (rooftop greening of regional development plaza).
At the time the building was constructed, rooftop greening was expected to meet the greening rate, but it appears that sufficient equipment was not provided.
Since the rooftop is usually closed, daily maintenance seemed difficult. However, the surface temperature was completely different between the part covered with soil and plants and the part made of concrete, so it seemed to be effective in reducing the heat island effect.
Even if this is due to the era when the concept of rooftop greening was not widespread, it is still a shame that the design lacked sufficient facilities.
Evaluate the status quo only by maintaining it. We hope that the quality will improve in the future, and that good greenery will be maintained in the final year.
I felt that the condition of the sedum was worse than last year, but the ground surface temperature was lower than that of the adjacent flat surface, which had not been greened, and I felt that the rooftop greening had an effect. I have heard some opinions that it is better to grow weeds such as drought grass or bush mustard rather than sedum, as there is no risk of it spreading to the surrounding area on an isolated rooftop.They are resistant to adverse conditions and can provide a large amount of greenery.

External evaluation Currently being managed by a designated manager. Although there is watering equipment, there are many dry spots.
It is managed fairly well.

Ryunohige doesn't get very tall even when it's fully grown, so it might be easier to manage, but I think it would be a waste to occupy 261m2 of space with just Ryunohige. Even if it is an environment that is difficult for the general public to see, I think there is room for consideration because I think it is possible to publicize the rooftop view to those who use it.
Since it was midsummer when we inspected the site, I didn't think it was in very good condition (rooftop greening at Inagi City Health Plaza).
It is good that measures were taken to create a rooftop garden at the design stage, and watering can be done using a timer.
It can be seen from a distance from some of the hospital rooms in the city hospital, so I think some people find it soothing to be surrounded by greenery.
It's a little sad that there's only one type of Ryunohige, but since it's usually a closed place, I guess you could say it's realistic.
I think the reason why everything is going well is because I pruned the dragon's beard.
I'm worried that I can't seem to keep it in good condition because of Ryunohige.
Some are withered.

The trees are planted with consideration for the landscape and are well managed.
The multi-storey parking lot was very nice. There was also a lot of greenery around the hospital.
I would like the hospital medical examination outpatient building to be filled with greenery, even weeds.
It has a high level of perfection, with a combination of trees that change color depending on the season, and is built into a three-dimensional structure.
I have watering equipment and don't neglect regular mowing.
From the beginning, they had outsourced the management of the parking lot and green space to a contractor, which I felt was a professional job (rooftop greening of the municipal hospital's outpatient examination building and health plaza).
Evaluate that it is maintained in good condition.
I think there's a reason why not only the arunobeard but also low shrubs such as abelia are well maintained. I would like to find out the reason for this and see if it can be used in other places.

External evaluation Because the area is surrounded by forests, grass and tree seeds tend to fly around, making management difficult.
There wasn't much management.
About one-fifth of the trees appear to have withered, so they will likely need to be replanted.
There is a lot of greenery in the surrounding area, but due to the extreme heat it seems that the greenery is not being maintained (Rooftop greenery at Shiroyama Experiential Learning Center).
Perhaps because I went to see it at a different time than the photo was taken, even from a distance it appeared to be summer dead.
It is a relatively new facility and appears to have been designed to include rooftop greenery, so although the general public is not permitted to go up onto the roof, I wanted to inspect the site.
It is evaluated that proper mowing and weeding are carried out and greenery is maintained.
I believe that white clover and screw pine were planted with a purpose, but I doubt they are suitable as greening materials.
Because the area is surrounded by greenery, weeds are noticeable.

As for the copse of trees in Shiroyama Park, there is noticeable withering and withering, so the company is commended for prioritizing felling in order to create a safe and secure promenade.
It is said that work was carried out only at Inagi Central Park, making it difficult to evaluate just one park.
The natural tree shape is considered to be the ideal form of a tree. If left alone, the branches and leaves will grow to fill the space and take on a seemingly natural shape. On the other hand, due to the density of dense leaves, the lower branches decline and die, leaving only the upper branches. It seems important to maintain the quality of the tree, the density of branches and leaves, the length of the skeletal branches commensurate with the height of the tree, and the distance between trees. Regarding parks, safety must be ensured while adhering to goals, and evaluation is difficult because it is unclear what is being done.
I think it's too broad and difficult.
Business reports are difficult to understand and do not give a clear image.
I would like to receive a more specific report on which areas of Central Park, what kind of trees were selected and how they were pruned, or whether they were observed without pruning.
Central Park has a large wooded area, and the risk of accidents is low in the restricted area, so I think it was a good place to start.
Once things are on track, it would be a good idea to let them know through public relations.
The project target is 5 parks and the project will be implemented in 1 park, so it is appropriate to participate.
I don't know what it takes to maintain a natural tree shape, but if you want to maintain a natural tree shape by pruning, you should make sure you have enough budget for that.
If there is no budget, I think the evaluation will always be △ unless the business goals are changed.
From the nearby Hirao Neighborhood Park, I feel that it is managed to give a sense of nature.

I would like to see some maintenance done to the Tamagawa Cycling Road.
According to the report, the tree did not have a natural shape, but it appears that pruning work was done on two lines. With an eye on the future of the tree, we achieve the desired natural tree shape by cutting back branches and pruning, taking into consideration the growing environment, spacing between trees, variety, physiology, and balance with tree height. Especially when the same contractor is doing the work, the work tends to be the same as before, and guidance seems to be necessary.
I think it is difficult to manage the growth all year round due to the weather (this season we are using the Tamagawa Cycling Road and the Misawa River Side Road).
I think it would be sufficient to find out when to cut off the flower buds of flowering trees and decide on the timing (or order) of pruning for each line in the city.
I think gardeners, both now and in the past, practice pruning that takes advantage of the natural shape of the tree.
I really can't rate it. I don't know what to do. The people in the management department may understand, but I don't. I think the goal is probably to grow and manage the roadside trees so that they look like natural trees, but I can't really evaluate that at the moment.

3. New urban green creation project

Nanzan Elementary School's greening efforts received recognition.
A green roof has been installed. However, in terms of effectiveness in elementary schools, it seems a waste to rely solely on factors such as alleviating the heat island effect and alleviating temperature. If it can be used for educational purposes in the future, it will be a more effective investment.
We request that the greenery be well maintained and managed.
Now that the hardware has been constructed as planned, attention will be focused on future maintenance and management methods.
It will be very interesting to see what kind of results will be achieved with the latest concepts and equipment.
The rooftop greening of Nanzan Elementary School was completed on schedule.
This is a greening plan that started when the school was newly built, so it's worth paying attention to.

The Osatate No. 1 Land Readjustment Project is being implemented.
The district plan has been decided, but the details are unclear and it is difficult to evaluate.
We ask that the greening rate be maintained (2 land readjustment projects).
The greening rate was included as planned.
Participation is appropriate in terms of business performance against business goals.
I think there are a lot of subjective expressions.
Regulations regarding greening rates were included in the district planning areas from the beginning.

Four. Station greening project

I don't know what I did to achieve my goal.
Construction has not yet begun.

5. Citizen activity support and development project

Volunteering is extremely difficult.
Is it possible to secure human resources similar to those in the Nanzan East area? Or would it be good to cooperate with university (local) clubs, etc.?
Volunteer training is difficult.
It appears that the consideration took some time, but we look forward to seeing concrete action next fiscal year (2015).
It would be good to include information about the location of forest management and how many people will be trained.
I remember that more than 30 years ago, there was a large participation in training for activities at the Third Cultural Center in the Hirao area. I hope that a trend will be created where support and opportunities for activities are created that will encourage citizens to be more proactive in volunteering.

The homepage is becoming easier to use. It's good to see that the information being disseminated about greenery and nature is well thought out.
I get the impression that it is difficult to get a concrete feel.
