Publication of business evaluation for fiscal year 2013
Update date: March 13, 2023
Inagi City is developing a city of water and greenery based on the "Inagi City Green Basic Plan," which was revised in 2011.
Below, we will report on the projects implemented in 2013 and the evaluation results from third-party organizations.
1 " Green Ring " Conservation and Utilization Project
Measure name |
Designation and expansion of natural environment conservation areas |
Business report |
Part of the newly designated health center green space on the south side of Benten Cave will be donated to the city. |
External evaluation |
-Negotiations with landowners are commendable. - The fact that the candidate sites were not 100% approved was unavoidable, as it would have meant that landowners would have no freedom to do what they wanted. ・New designations are also progressing, albeit slowly, through on-site inspections and other measures. - Although a new designation was made, the green space on the west side of the health center, which is of a similar size, was dedesignated, so even though it was a donation, the area did not increase, and so the designation can be "somewhat evaluated." -We appreciate that part of the designated green space has been donated to the city. -We have been paying attention to the state of management of the north side of Hiraoen since it was designated as green space, and recently it does not appear to be in a state of complete neglect. ・In places with lots of greenery, there is probably inheritance among landowners. I think it was good that there was a donation. It will be difficult to get approval from all the landowners. ・"Green" from existing urban areas ring It is unfortunate that another large sloped green space that forms part of the "Hakone Park" has been purchased. Perhaps it would be wise to consider reconsidering the order of designation. - Because this is work that involves lobbying landowners, there is some unavoidable downsizing in the process from candidate to implementation. - The donation of green spaces can be considered a step forward in terms of the intent of the system, but the fact that the actual quantities are offset and recorded as zero could lead to a miscalculation. As for the newly designated areas, I think that the quantities should be listed as positive results, even though they are smaller than the planned area. Rather, this is probably because the goals and evaluations were not set appropriately. A possible system would be one in which the goal is to maintain the designated status, and any conversion to land use would be evaluated as a negative, while any conversion that maintains the intent, such as donations, would be evaluated as a zero or positive. |

Forest Human resource development, organization and activity support for land management volunteers |
Business report |
Research on activity groups in other cities and study plans |
External evaluation |
・This will need to be carefully considered in the future. ・I think it is very difficult. Even if you can do it, you have to keep going. - There is no activity process or collaboration with volunteer groups. ・The goal is to invite participants to participate in the activity, but there is no mention of this, so it is not worthy of evaluation. - Why not approach local residents' associations that have an attachment to the proposed implementation areas? - Given the location of the proposed site, it seems difficult for volunteer groups to establish their activities. ・Forest Land management requires specialized knowledge, so I think it is important to take the time to develop it. ・First of all, I would like the city to take the lead. ・This kind of project cannot be prepared by the city alone. Even before the mechanisms and systems are in place, it is necessary to convey the city's awareness of the problem and to find out what the system should be and what its bottlenecks are by contacting potential volunteers at a stage with a high degree of freedom. In other words, it seems necessary to consider recruiting people who are interested, even though nothing has been decided yet. |
2 Familiar green base project

Examination of operation of leased land park system |
Business report |
Partial maintenance of facilities at Shimotsukado Children's Square |
External evaluation |
・Efforts can be appreciated. ・I would like to commend the fact that advance preparations were made. ・The goal is to open four plazas equally. With only Shimotsukado being partially developed, it can only be said that it is somewhat worthy of praise. I think that either the goal was poorly set or the evaluation was too lenient. - Nakayoshi Children's Square is managed so that it is suitable for use, and I think it is suitable as a leased park. ・It would be nice if the area could be developed little by little and a plaza could be created. ・The fact that the development was completed ahead of next year's schedule is commendable, and we hope that this will provide impetus for the development of other parks. ・Land use seems to be dynamic, so it is necessary to base the park on a leased land system, find suitable sites and potential sites that utilize this system, and create a plan to complete the project. Otherwise, there will be less work in the second and subsequent phases. - It is certain that there are not enough parks in existing urban areas, so with a view to maximizing the potential of this system, we would like the government to continue to understand the circumstances of landowners and explore the possibility of liquidating land. |

Redevelopment of a nearby park |
Business report |
Fureai Children's Square (fence repair), Inagi Central Park Baseball Field (toilet repair), White Road Children's Square (water tap installed), etc. |
External evaluation |
- Maintenance work can be evaluated. - Squares and parks with updated playground equipment are visible and can be appreciated. ・While maintenance is important, we want the users to use the equipment with care. ・There is no way to evaluate if the goal is ``as needed'' and the report is ``executed within the budget.'' It is necessary for municipal governments to proceed with their work in a calm manner, but at the very least, I would like them to include in their reports the status of the ``inspection surveys'' that are included in the development methods and goals, and the results of understanding ``citizen voices.'' We believe that it is important to report goals and evaluations, such as whether review meetings were held and how the current situation of the facilities was evaluated. |

Greening of public facilities (turning schoolyards into grass) |
Business report |
The schoolyards of Koyodai Elementary School (255.8 square meters) and Inagi Daishi Junior High School (394.5 square meters) were converted to grass (both with improved grass). Started construction work including rebuilding the old school building of Inagi Daiichi Elementary School and new construction of Nanzan Elementary School (tentative name), which included rooftop greenery in the design. |
External evaluation |
・Progress is progressing as planned and can be evaluated. We hope to collaborate with the school regarding future maintenance and management. ・It can be evaluated that the project was implemented according to the target. ・The current state of the turf in Hirao Elementary and 2nd Middle School last year is better than last year, and it looks good visually compared to the ground. ・I think it would be good if all schools had grass in their schoolyards. ・I looked at the schoolyard at Koyodai Elementary School, and there was only a patch in one corner of the schoolyard, which was far from what I had imagined. Although the area is shown in the report column above, I think it would be difficult to call it ``turning the schoolyard into a lawn''. I would have liked a more specific explanation of ``what was the original plan?'' and ``which parts were realized and which were not.'' ・I believe that the opinions of the educational community (schools, parents) should be respected above all else, so I think it will be difficult to make a leap forward. ・I am pleased to see that there is steady progress. As the construction progresses in the future, continuous maintenance and management will be necessary, but it is unfortunate that we cannot see a concrete plan for this. If you are considering possible problems and countermeasures, I would like you to report on them. -The target targets all elementary and junior high schools in the city, and the measures include a variety of measures including schoolyards, rooftops, walls, curtains, etc., so a master plan is needed to realize it. I believe that there are some environments where greening is not suitable, but I hope that these will be evaluated and reflected in specific annual targets. |

Greening of public facilities (elementary and junior high schools) |
Business report |
Green curtains were installed at 16 elementary and junior high schools. |
External evaluation |
・The project has been carried out almost as planned. -Each facility is making an effort to create green curtains. ・I would like to commend the program for being implemented. I would like to see it implemented in schools where construction has not yet commenced. In addition, the goal is not just to continue the program, but to further improve the quality by conducting more effective research. ・I think it would be good to show children a concrete example of proactive greening. The practical effects are also meaningful. - It is hoped that by putting up green curtains, people will also start doing the same at home. I would like to thank the staff for their cooperation on site. ・Considering the size of the school building area, the implementation area (not the curtain area but the planar area of the planting area) does not seem to be that large. I hope that in the future, the implementation area will be expanded as the project continues and that the activities will be expanded to include the way in which the land is used within the school grounds. |
Measure name |
Greening of public facilities (municipal nursery school) |
Business report |
2nd Nursery School: Growing flowers enriches children's hearts. The green curtains provide protection from the summer sun and allow you to feel closer to the flowers. By growing vegetables in a nursery school, children can experience the love, importance, and difficulty of food, which leads to food education. Nursery School 3: Green curtains now provide protection from sunlight. Furthermore, the scenery has improved and we are well on our way to achieving our goal. Nursery School 4: By making sure that the flowers in the planters are always blooming, and by growing and harvesting vegetables and cooking and eating them ourselves, we can not only help the plants grow, but also increase their interest in food. Ta. Nursery School 5: Children are also taking the initiative in collecting seeds. |
External evaluation |
・We were able to implement the project as planned. ・The efforts are remarkable, such as verifying the effects. I hope that the quality will further improve. ・Although the area is smaller than last year, curtains have been installed in appropriate locations. ・I think it's good for children to be able to see flowers blooming and fruit forming. I want children to become familiar with greening from an early age. ・Thank you for your cooperation on site. Imagining it is soothing. ・Only municipal nursery schools that are directly involved are reported here, but this is only a small portion of all kindergartens and nursery schools in the city. Even if it is not possible to ask private facilities to implement the measures in unison, are there any efforts to be made or any results? If it is inevitable to obtain cooperation from the private sector for early childhood care and education, the objectives and benefits described here are expected to spread to private facilities as well, and efforts to achieve this are also reported in such forums. I'm grateful. |

Greening of public facilities (Cultural Center, i-Plaza) |
Business report |
Implemented green curtains at three cultural centers and rooftop greening at i-Plasa |
Business report |
・It is being carried out as planned. ・I would like to see further improvements in quality (such as the correlation between the duration of the green curtain and the growth status of the plants, and whether the plants are effective during periods when shade is needed). ・Although there are fewer curtains than last year, they are being made smoothly. - The fact that there are so many bitter melons indicates that they are an easy variety to grow, so I hope that people will make good use of them. ・Why not set up a budget as necessary and have them carry it out properly? If you just rely on the goodwill of the facilities, it's only natural that you won't be able to ensure quality. ・Even if it can be said that it is being implemented in the written sense, the installation area does not seem to be that large compared to the size of the facility. In order for green curtains and rooftop greening to have environmental significance, and in order to create a town that is rich in greenery and feels green, I would like to see numerical targets set not only for the number of facilities installed but also for the area, and efforts to expand in future activities. ・I think it's good that it's easy and cools you down. |
Measure name |
Greening of public facilities (Regional Promotion Plaza) |
Business report |
Continuation of regional development plaza rooftop greening |
External evaluation |
・Maintenance and management were successful. ・I would like the quality of measures to be improved to be even more effective. ・If you can visualize your rooftop greenery, you will be more motivated to manage it. ・The breeding situation is not very good. I feel the need to make some changes. ・I think it will be difficult to manage them due to this year's heat, but I hope they will grow well. ・Why not consider setting up a budget as needed and having it implemented exactly? I think it's natural that quality cannot be ensured just by relying on the goodwill of facility managers. - Considering the target facilities, this will be a modest effort, but I hope that it will be continued. |

Greening of public facilities (Joyama Experience Learning Center) |
Business report |
Maintenance of rooftop greenery at Shiroyama Experience Learning Center Tree species : Sedum, white clover, screw pine, etc. Area: Approximately 950 square meters Growth status: Normal |
External evaluation |
・It is maintained and managed. ・Be careful about waterproofing. ・I would like the quality of measures to be improved to be even more effective. ・Because there are few opportunities for people to see it, I feel that the motivation of the companies that manage it is low. ・Perhaps because of the heat, the growth conditions were not very good, and some of the plants appeared to be dying. ・It is a strong flowering plant, so I think it will be well cultivated. ・Why not consider setting up a budget as needed and having it implemented exactly? I think it's natural that quality cannot be ensured just by relying on the goodwill of facility managers. ・This site is large in size and can be overlooked from the park next door, so we hope that it will be continuously maintained. Since the project is of such a scale that energy-saving effects can be expected, I think it would be even better if the effects could be disseminated widely. |

Greening of public facilities (city hospital) |
Business report |
Inagi City Hospital Health Check Outpatient Ward・Implementation of rooftop greenery on multi-storey car park Tree species :Ryunohige, Abelia, Azalea, Haki, Yamabuki, etc. Area: About 540 square meters Condition: Good |
External evaluation |
Maintenance is being carried out as scheduled. ・I would like to see the quality improved, including measures to make the program even more effective. ・Tree species The plantings take advantage of the site's unique characteristics, are well maintained, and provide a sense of peace from the hospital. ・It is very well maintained, but it's a shame that people don't often go all the way to the top. ・I think the quality is high. |

Greening of public facilities (Health Plaza) |
Business report |
Inagi City Health Plaza rooftop greening maintenance and management Tree species: Ryunohige Area: Approximately 400 square meters Growth status: Average |
External evaluation |
・It is maintained and managed. ・I would like the quality of measures to be improved to be even more effective. ・I feel that motivation will increase if there is a way to visualize it. ・It seemed to be growing smoothly. ・I think Ryunohige is easy to grow because it doesn't succumb to heat and its roots spread out well. ・Why not consider setting up a budget as needed and having it implemented exactly? I think it's natural that quality cannot be ensured just by relying on the goodwill of facility managers. |

Consideration of maintenance management that gives a sense of natural tree shape (park) |
Business report |
Consideration of training management methods |
External evaluation |
・Future management methods for Shiroyama Park will need to be considered. ・It is difficult to maintain. - It is necessary to clearly define what "natural tree form" is and quickly identify the methods to achieve it. ・I would like a specific description of what training management methods were considered. ・As this is a place that symbolizes the abundant greenery of Inagi, I hope that management methods will be implemented that allow the natural tree shapes to be preserved. ・I'm looking forward to seeing how it turns out. - Why not publicize which areas or trees are being managed using natural tree forms and conduct some experimental management? - The goal is to examine the issue, and a report stating that the matter is still being explored makes it impossible to evaluate. |
Measure name |
Consideration of maintenance that allows natural tree shapes to be felt (roads) |
Business report |
- (Review of implementation timing) |
External evaluation |
・We will implement this while monitoring the future situation. ・It's quite difficult. Needs care. ・It is necessary to clarify the definition of “natural tree shape” and quickly identify a method for achieving it. - If a management method cannot be found, the current situation should be evaluated. - Cannot be evaluated if it has not been implemented. ·I'm looking forward to. ・There are no plans to incorporate it into large-scale developments such as the Nanzan Eastern Land Readjustment Project. If it seems difficult to manage the tree to give it a natural appearance in the ``road'' classification, I think it would be a good idea to set up a review committee and conclude that the tree is not suitable for use as a roadside tree. Why not exclude street trees planted at equal intervals along roads and shift to exploring other possibilities? For example, if it is incorporated into a large-scale development in the future, such as a corner of a median strip, the center of a roundabout that has recently attracted attention, or the center of a culdesac, it will create a sense of style. - Regarding flowering trees, I would like you to consider the timing of pruning as soon as possible. - Regarding street trees, which have various restrictions, I think the goal of managing them to give a sense of natural tree shape is quite a hurdle. I would be grateful if you could give me a report on your plans for future developments. ・How about establishing a standard tree for pruning and using it as a standard? |
3 New urban green creation project
Measure name |
Greening of public facilities (schools, etc.) |
Business report |
Construction work begins on new Nanzan Elementary School (tentative name) |
External evaluation |
・The project was implemented as planned. ・I would like the project to proceed as planned, including the green design. ・I would like elementary schools to practice green creation such as rooftop greening. ・Since it's a new school, maybe we can do something different from others? ・I don't know the details, but I have high hopes. ・Although it is difficult to evaluate externally at this time, we hope that the environment created at the new elementary school will become a model for existing schools in the city. |

Expansion of district planning areas and consideration of greening ratio ordinances |
Business report |
- (Implemented last year) |
External evaluation |
・We were able to proceed smoothly. ・We want to proceed as planned, including the green design. ・The greening rate is high, and we are looking forward to the completion of the townscape. ・I am looking forward to becoming a beautiful area. ・I am glad that the decision on the district plan for the project area is progressing smoothly. There is hope that this will be realized even in established urban areas through the initiative of residents, so we are also looking forward to efforts such as public relations activities aimed at areas other than the target areas. |
5 Citizen activity support and development project
Measure name |
Human resource development, organization, and activity support for citizen volunteers (within land readjustment project areas) |
Business report |
In the area where park construction was carried out in fiscal year 2012 (part of the park in the Minamiyama East area), Woodland Management, etc. ( undergrowth (e.g. mowing, wood deck repairs, etc.) |
External evaluation |
・The event was carried out as planned. ・Rather than thinking of "performing the work" as "human resource development," I would like you to clarify the human resource development plan in order to further improve quality. ・undergrowth We hope to evaluate the differences in technical skills, such as mowing and repairing wooden decks, and secure the desired talent. ・There appears to be a lag in terms of human resource development and organization. ・Since it is a new district, I think a good organization will be formed. ・I hope this will continue. ・I think it was a great achievement to be able to establish an area management organization in FY2012, which was the purpose of the study. I understand that you were able to work with that organization in FY2013, so things are going smoothly. |

Considering securing human resources |
External evaluation |
・We will continue to carefully consider this matter. ・It will be a challenging undertaking. ・If the method cannot be determined, it is not possible to secure human resources. Therefore, the method should be determined as a top priority. Then, in order to secure human resources, Measures I would like you to consider this. - Regarding securing human resources, why not approach local neighborhood associations near the proposed development site through the local neighborhood association federation? ・With the increase in the elderly population, I think it would be good to make adoption systems more widely known and to generate volunteers in local communities. From this, perhaps the seeds of volunteer activities will emerge. ・It is unfortunate that the report is not specific. Without a report on what aspects were considered and what the results were, it is impossible to evaluate properly. |

Carry out various awareness-raising activities (including caring for trees in the park) Tree name plate Installation) |
Business report |
Not implemented |
External evaluation |
- In the future, Shiroyama Park will need to consider installing signs to protect valuable plants from theft. ・There appears to be a lag in terms of human resource development and organization. ・I would like the plan to be revised. ・I would like the implementation to proceed without delay until the final goal. ・Nothing has been done. ・I'm looking forward to next year. ・Tree name plate The installation of the trees can be evaluated as an activity that is expected to raise the level of awareness of greenery that citizens have latent. Although it has not been completed this year, this is unavoidable if there are obvious obstacles such as a busy schedule for events. I look forward to future activities. |
Measure name |
Carry out various awareness-raising activities (including roadside trees) Tree name plate Installation) |
Business report |
- (Review of implementation timing) |
External evaluation |
- Why is the implementation schedule being reviewed? Tree name plate I think it might be possible to consider the design at a desk. ・I think it's fun to know the names of plants and trees. ・Tree name plate The installation of these parks can be evaluated as an activity that is expected to have the effect of raising citizens' potential interest in greenery to a conscious level. - It is possible that the implementation schedule may be reviewed, and this in itself is not a problem, but if the implementation of a goal that has been set, even at the consideration level, is postponed, it needs to be properly evaluated. |
Measure name |
Carry out various awareness-raising activities (including caring for trees on school grounds) Tree name plate Installation) |
Business report |
Although in part, Tree name plate We have installed |
External evaluation |
・Tree name plate The goal is to install them in parks, roadside plantations, and schools, so can we start wherever possible? - Isn't it necessary to review the plan by clarifying which schools will be implementing it each year? ・The goal setting is poor. It is impossible to evaluate the program if it is not clear which schools it will be implemented in. ・Park Road School Tree name plate I think this is effective in raising public interest in greenery. ・In various places Tree name plate I think it would be good to have one. ・Tree name plate The installation of these parks can be evaluated as an activity that is expected to have the effect of raising citizens' potential interest in greenery to a conscious level. |

Collection and provision of information on water and greenery |
Business report |
New information is constantly updated on the Inagi City website, and efforts are being made to provide easy-to-understand information (cherry blossom information, moss phlox information, paid parking, how to use the park, etc.) |
External evaluation |
- Necessary information is provided. ・I would also like to see improvements in the system (quality) that allows information to be provided to elderly people who do not use computers much. ・Why not consider collaborating with the tourism business department? ・Will performance reports like this be made every year? You can evaluate your performance by reporting specifically what you did and when you did it, but you cannot evaluate your performance by reporting the same things every year. ・The homepage has a lot of information and you can feel the water and greenery. ・We would like to see a concrete report regarding achievements. The goal is to update as often as possible, but it is difficult to evaluate the results unless there is a record of how many times the update has been made, or whether this topic has been completed. ・Notifications regarding parking charges and how to use the park are things that managers naturally have to do, and I don't think they are included in the project policy of ``collecting and providing information on water and greenery.'' I look forward to your future activities. ・Isn't it necessary to devise ways to make accessing the homepage easier? |
Note: Regarding the "4 Station Front Greening Project," there is no project report for FY2013 as the station plaza will be developed in conjunction with the completion of the JR Nambu Line elevated project.
