"The Fourth Comprehensive Health and Welfare Plan of Inagi City (Community Welfare Plan) was formulated by the Fourth Inagi City Health and Welfare Comprehensive Plan Formulation Committee, which consists of experts, representatives of health and welfare organizations, members of health and welfare-related institutions, and citizens recruited through public solicitation, taking into account the changes in the environment surrounding health and welfare and the needs for welfare, in order to address the challenges."

In the "Fifth Long-Term Comprehensive Plan of Inagi City," which is the highest-level plan of our city, the basic goal for Community Development related to health, medical care, and welfare is set as "a town where everyone can live healthily in the community, Inagi." One of the measures outlined is "community welfare where people can live with peace of mind." In conjunction with the basic philosophy of the previous plan, "Living together, creating together Community Development," a new basic philosophy has been established as "a Community Development where everyone can live together in the community, healthily and with peace of mind." Based on this basic philosophy, we will strive to enhance the consultation and support system to address citizens' living issues, and aim for Inagi City, where everyone can live with peace of mind in the community, supported by one another, while respecting individual dignity.

This plan, which has a planning period from fiscal year 2024 to fiscal year 2029, not only outlines the "Municipal Community Welfare Plan" that addresses common issues and challenges in various fields such as Senior Welfare, Disability Welfare, Child Welfare, and other welfare areas, but also includes the "Implementation Plan for the Development of a Layered Support System" and the "Basic Plan for Promoting the Use of the Adult Guardianship System," serving as a guideline for the city's health and welfare.
