The basic concept, which incorporates the voices of many citizens, was approved at the 3rd Regular Session of the City Council in the 2nd year of Reiwa.
Here is the text regarding the basic concept of the 5th Long-Term Comprehensive Plan of Inagi City.

1 Purpose of the Basic Concept

Inagi City has a long history, having been established as Inagi Village in 1889, and celebrated the 130th anniversary of the village system in 2019.
The townscape of Inagi has transformed from a rural area utilizing a network of irrigation canals to a suburban residential city represented by the development of Tama New Town. Furthermore, while maintaining a good balance between water, greenery, and the convenience of living, urban infrastructure development has been carried out, including the improvement of main roads and the elevation of the JR Nambu Line, resulting in a town without level crossings. This has made Inagi a livable city that combines transportation convenience with a good environment, leading to a continuous increase in population to this day.
The basic concept reflects on this historical progression while looking forward to a new era, presenting the future urban image and basic goals of Community Development that the city aims for as fundamental principles. It also outlines the basic direction necessary to realize these goals. Additionally, considering various circumstances, it examines the perspectives needed for Community Development and is formulated as a guideline for the city to promote long-term and comprehensive Community Development for the sustainable growth of the local community and a richer citizen life.

4 Estimated Population

The population for the year 2030 is estimated to be 97,000 people.

5 Basic Perspectives

The Fifth Long-Term Comprehensive Plan of Inagi City identifies the following three perspectives as particularly necessary to realize the future urban image and basic goals of Community Development, and we will work on Community Development.

Perspective 1: Aiming for a city where the power of citizens thrives

In Inagi City, we have been promoting Community Development through Collaboration between citizens and the administration. Within this framework, in addition to Community Development led by the administration and Community Development in collaboration with citizens, we also see forms of Community Development that are initiated by citizens themselves.
Activities by citizens and communities are taking place, where they observe the city from their own perspective and attempt to solve local issues in ways that suit them, different from the administration's approach.
The city will implement policies to ensure that the awareness of citizens to engage with and improve the city they live in, and the pride that they shape this city, known as "Civic Pride," is reflected in Community Development.

Second Perspective: SDGs (Sustainable Development Goals)

The basic philosophy of community development in Inagi City aligns with the SDGs principle of realizing a sustainable, diverse, and inclusive society that leaves no one behind.
In the Fifth Long-Term Comprehensive Plan of Inagi City, which sets the target year for goals at 2030, we promote sustainable community development while aiming to achieve the SDGs through its realization.

The Third Perspective: The Year 2030 as a Midpoint

As Japan's population rapidly declines, it is estimated that the aging rate will peak at 36.1% in 2042. By this time, the large Baby Boomer generation will be over 65 years old, while the number of those in their 20s will be only about half of the Baby Boomer generation, leading to a sharp decline in the working-age population around 2040.
As the decline in the working-age population accelerates, municipalities across the country will need to share the limited workforce between the public and private sectors, and if income and land prices decrease, there is a possibility that local tax revenues will also decline. The management of municipalities is expected to become increasingly difficult.
The year 2030, which is the final year of the Fifth Long-Term Comprehensive Plan of Inagi City, needs to be recognized as a midpoint in this timeline leading to 2040. Although Inagi City anticipates an increase in population until 2040, many municipalities in Tokyo and neighboring areas are projected to decline. To share the limited workforce within the community and maintain society, Inagi City also needs to gradually establish a system that can sustainably and stably provide citizen services with a small number of staff from now until 2040.

A town that is moderately rural and moderately urban

In the citizen awareness survey conducted in the first year of Reiwa, over 80% of people, regardless of age, expressed a desire to continue living in Inagi City, indicating a strong intention to settle. Reasons cited include the good natural environment, quality of living conditions such as roads, convenience for shopping, and good human relationships.
The rich nature, convenience brought by location and urban infrastructure development, and the interactions among the residents contribute to creating a pleasant image of Inagi City as a "moderately rural and moderately urban town," which is believed to lead to the desire to continue living here.
Moving forward, we will continue to engage in Community Development aimed at creating a "moderately rural and moderately urban town" where citizens can settle down across generations.

(1) Appropriate scale

In the 17.97 square kilometers of Inagi City, the area is compactly organized with various features such as local living hubs, the vibrancy around six train stations, a transportation network centered around main roads, greenery like the Tama Hills, nearby satoyama, parks, farmland, and waterways including the clear streams of the Tama River and the Misawa River and Omaru irrigation. Additionally, not only large stores but also small and medium-sized shops, hospitals, and necessary public facilities are within a close living area, contributing to the ease of living.
Furthermore, in Inagi City, where the administrative area is of moderate size, the distance between citizens, the community, and the administration is just right, allowing for collaboration in community development tailored to the characteristics of each area. It can be said that the proximity that allows for mutual recognition promotes collaborative community development. Moving forward, we will continue to value this scale and promote community development through collaboration based on mutual understanding.

(2) Appropriate Connections

In each district of the city, community activities are being carried out by citizens, forming connections at a level that makes citizens feel comfortable. In recent years, social issues such as the weakening of community ties and the isolation of parenting households due to nuclear families have emerged. However, in Inagi City, through traditional festivals, events, and new initiatives, the entire community is involved in the healthy growth of children. Additionally, addressing aging has become a national issue, but in Inagi City, efforts to extend healthy life expectancy and community monitoring have been implemented to ensure that not only older adults but everyone can live safely in the community. As declining birth rates and aging continue, mutual support and assistance within the community, leveraging these comfortable connections, will become increasingly important. We will continue to develop policies to maintain these comfortable connections and realize a vibrant community through citizen activities.

(3) Moderately rural, moderately urban

Inagi City is located within a 25-kilometer radius of the Shinjuku subcenter, boasting rich water and greenery, and is proud of its beautiful landscapes such as the Tama River and the Tama Hills. At the same time, through urban infrastructure development, we aim to enhance safety and convenience, combining an urban lifestyle with a living environment rich in water and greenery, and have developed into a city with the image of being "just the right amount of rural and just the right amount of urban."
We are working in collaboration with citizens on the preservation of green spaces and the development of parks and street trees, while maintaining the pleasantly rural Inagi, further improving transportation convenience, and creating a vibrant living hub, aiming for a mature city that is just the right amount urban.

7 Basic Goals of Community Development

In order to realize the future city image of "Inagi, a city enveloped in greenery and filled with friendship among its citizens," we will establish the following five basic goals for Community Development.
Based on the basic goals of Community Development, we will systematize and summarize the areas of administrative policies while keeping three fundamental perspectives in mind.

8 Outline of Measures

1 Parenting, Education, Culture - A town where everyone can shine through growth and learning, Inagi

As the nuclear family structure progresses and the connections within the community weaken, we aim to create a community that supports parents and children to grow healthily from pregnancy to childcare.
Furthermore, the purpose of education is to aim for the completion of personality and to cultivate healthy citizens who possess the necessary qualities to be creators of a peaceful and democratic nation and society.
In Inagi City, we aim to realize a society where everyone has the desire to learn and can lead a rich and fulfilling life throughout their lifetime through the enhancement of compulsory education, Lifelong Learning, and the provision of opportunities to engage with culture and the arts.

(1) Enhancement of the Power to Nurture and Grow

To create a community where everyone can support the power of growth and parenting, citizens, local areas, related organizations, and the administration will clarify their respective roles and enhance support for all parenting families.

1. Enrichment of the Environment for Growth and Development

In order for all families to raise children with peace of mind, we will promote various parenting support, childcare, and early childhood education in the community, while also ensuring that these services are easy to use and meet the needs of citizens.

2 Enhancing the Consultation and Support System for Growth and Development

We strive to reduce parenting anxiety through seamless consultation, guidance, and support at each stage from pregnancy to childbirth and child-rearing, ensuring that children can grow up healthy.
Additionally, to prevent child abuse, we will enhance consultation services and work in collaboration with relevant organizations and the community to focus on the prevention, early detection, and prompt response to child abuse.

3 Sound Youth Development

We will strive to enhance opportunities for youth to interact with people and nature, so that they can engage with the community, be accepted, and grow through local connections, enabling them to live healthily.
Additionally, to ensure that many young people can thrive in the community and society, we will cultivate new youth leaders who will take on responsibilities and promote activities for the Sound Youth Development in the community.

(2) Fostering the Ability to Survive

We promote education that nurtures the foundation for children who will bear the next generation to acquire the skills to live in the future and become citizens who contribute to the creation of a sustainable society. We also aim to enhance and improve the educational environment so that students can enjoy a safe and comfortable school life with peace of mind.

1 Enhancement of Compulsory Education Content

We will work to enhance educational content that fosters each child's ability to live in the future, nurtures their potential as contributors to a sustainable society, and develops solid academic skills, a rich heart, creativity, and the ability to live healthily and safely, in collaboration with families and the community.

2 Enrichment of the Educational Environment

In order to ensure a safe and comfortable learning environment for children and students, we will enhance the facilities and equipment of compulsory education institutions and proceed with renovations and updates as necessary. We will also provide safe and secure School Lunch and offer opportunities to deepen understanding of food through the lunch program.
For families of children and students who need financial support, we will provide appropriate assistance and enhance the educational environment so that all children and students can enjoy a safe school life.

(3) Promotion of lifelong learning activities and culture/art

The importance and necessity of Lifelong Learning is increasingly rising so that each citizen can carve out their own future.
We will promote effective initiatives aimed at achieving "self-realization, coexistence, and the uniqueness of Inagi" through Lifelong Learning, so that all citizens, regardless of generation, can lead vibrant lives while learning.

1 Promotion of Lifelong Learning

To promote Lifelong Learning for citizens, we will enhance facilities that serve as local information and activity hubs, providing places and opportunities for voluntary activities. Additionally, to promote diverse learning activities that take into account changes in social conditions, we will improve the environment and foster human resources, supporting the ability to utilize learning outcomes in the local community.
In libraries, we will support lifelong learning activities from a professional perspective while responding to the wide-ranging needs of citizens. Furthermore, we will promote reading activities so that children can become familiar with books and develop the ability to thrive through reading experiences.

2 Promotion of History, Culture, and Arts

We aim to create a town where each citizen can enjoy the history and culture of the community as something close to them and live with pride. We will improve the environment.
Additionally, we will pass down the invaluable history of Inagi to the citizens, protect and utilize precious cultural assets, and enhance opportunities to appreciate and enjoy excellent culture and arts.

2 Health, Medical Care, and Welfare - A Town Where Everyone Can Live Healthy in the Community, Inagi

We aim to create a community where each citizen is concerned about their own health and can live a healthy life both physically and mentally throughout their lives, utilizing a stable social insurance system and accessible local medical care.
Furthermore, we promote Community Development that allows everyone to live independently and securely in the community, fostering mutual understanding and support among residents for a comfortable living environment.

(1) Enriching Healthy Living and Medical Care

In order for everyone, from infants and young children to older adults, to live healthily and with peace of mind, we will support the health promotion and disease prevention of citizens, as well as enhance community medical services to ensure accessible healthcare.
Furthermore, we will promote that every citizen has a primary care physician and, while fostering collaboration between hospitals, including the City Hospital, and clinics, we will maintain and enhance the health of citizens and strengthen the medical system.

1 Promotion of Health Improvement

To ensure that citizens can maintain and enhance their health throughout their lives, we support them in prioritizing healthy lifestyle habits and actively engaging in health promotion. To this end, we promote vaccinations, various health check-ups, cancer screenings, and raise awareness of the importance of taking responsibility for one's own health, thereby enhancing efforts towards disease prevention and early detection.

2 Enhancement of Regional Medical System

To ensure that citizens can lead healthy lives, we will enhance community healthcare and promote having a primary care physician as a nearby medical institution.
Additionally, to smoothly utilize local medical resources, including the City Hospital, we will promote a cooperative system among local medical institutions based on primary care physicians through collaboration between hospitals and clinics. Furthermore, we will strengthen the community healthcare system so that citizens can receive necessary medical services close to home by coordinating health care and social welfare.

3 City Hospital Enhancement

At the City Hospital, we provide safe and high-quality medical care that responds to the diverse and advanced medical needs of the community, while also promoting preventive healthcare and contributing to the health of our citizens.
Furthermore, while fulfilling our role as a core hospital in the community, we aim for stable hospital management and strive to be a hospital that is familiar and trusted by the citizens.

(2) A Community Welfare Where You Can Live with Peace of Mind

In the community, we will comprehensively provide necessary welfare services and support so that individuals' wishes are respected and they can lead an independent and stable life, while also working to create a community system that helps and supports each other.
Additionally, we will promote community welfare that allows residents to continue living with peace of mind.

We will strive to enhance the consultation and support system to address the living challenges of citizens.
Furthermore, we will promote a system that supports each other in the community so that everyone can live safely in the area, while ensuring the dignity of individuals is upheld.

2 Enhancing Senior Welfare

We promote a community-based care system that provides integrated medical care, nursing care, prevention, housing, and living support, so that Older Adults can live vibrantly and healthily, looking out for and supporting each other in the community, and continue to live in their familiar area even when they require medical care or nursing support.

3 Enhancement of Disability Welfare for Persons (Children)

We will strive to enhance the welfare of persons with disabilities and children with disabilities by providing consultation support and services tailored to individual characteristics, so that they can live vibrantly and authentically in their familiar communities.
Furthermore, as the severity of disabilities increases and the aging of persons with disabilities and their families progresses, we will work to ensure that those in need of support can receive services appropriate to their life stages through information provision and the establishment of service delivery systems.
Additionally, by enhancing opportunities for social participation such as employment and places for interaction with the community, we will promote understanding of disabilities and the development of a supportive community.

4 Support for the Stability and Independence of Life

We will respond promptly to consultations for those in need and work in collaboration with relevant organizations to provide comprehensive support for independence tailored to individual circumstances.
Additionally, we will properly implement Public Assistance for households in need of protection.

(3) Promotion of Public Health Insurance and Pension System

In order to sustain the system of medical services that everyone needs, we will properly operate a sound and stable social insurance system, such as public health insurance, while ensuring fairness in benefits and burdens.

3 Environment, Economy, and Tourism A vibrant town surrounded by water and greenery Inagi

In Inagi City, we have been engaged in Community Development by utilizing the abundant greenery located at the eastern edge of the Tama Hills, as well as the rich water resources from the Tama River, Misawa River, and Omaru irrigation. However, the situation in the city is changing due to urbanization, population growth, and the effects of global warming. We will work to preserve greenery and create an environment where people and nature can coexist, with the participation of citizens, businesses, and the City Administration, striving for the sustainability of a good environment where nature, such as satoyama, is closely connected to daily life in the future.
Additionally, by utilizing the charm generated from a good natural environment and living conditions, distinctive urban agriculture, and locally rooted economic activities such as commerce and industry, as well as sports and recreational activities as tourism resources, we will further promote a vibrant Community Development.

(1) Promotion of Regional Circular and Ecological Sphere Formation

To connect the city of Inagi, where people and nature, and people and people can coexist, to future generations, we will appropriately respond to the reduction of environmental impact and climate change caused by global warming.
In addition, through pollution control and environmental beautification, we will protect the rich natural and living environment, conserve biodiversity that brings many blessings, and promote the formation of a regional circular symbiotic zone.

1 Reduction of Environmental Impact and Promotion of Global Warming Countermeasures

We will promote mitigation measures to reduce the burden on the global environment, such as suppressing greenhouse gas emissions, energy conservation, resource conservation, and the utilization of renewable energy, while also promoting adaptation measures to avoid and mitigate the impacts of climate change, striving to build a sustainable society.

2 Creating a Circular Society

In order to suppress the consumption of limited resources and reduce the environmental burden as much as possible, we will strive to form a resource-circulating society through the collaboration of citizens, Neighborhood Associations, Business Operators, educational institutions, related organizations, and the City Administration, based on the principles of waste generation avoidance (Refuse), emission reduction (Reduce), reuse (Reuse), and resource recycling (Recycle).

3 Maintaining and Enhancing a Good Living Environment

We will promote various initiatives for a clean and beautiful community in collaboration with citizens, while protecting a rich natural environment by preventing water, soil, and air pollution caused by harmful substances, maintaining a good living environment, and enhancing the beauty of the environment for future generations.

4 Conservation of Biodiversity

We will strive to conserve biodiversity in the region in order to promote a society that coexists with nature, sustainably protecting the diversity of living organisms in the city and enjoying various ecosystem services for the future.

(2) Community Development with Abundant Water and Greenery

To inherit a lush environment for the future and maintain the valuable asset of natural scenery, we will promote the conservation of greenery and urban greening, advancing community development that allows us to feel the changing seasons.
Additionally, we will enhance the appeal of parks, which are characteristic of Inagi City as places where water and greenery are interconnected, and promote community development that effectively utilizes these spaces.

1 Conservation of the Natural Environment and Creation of Greenery

Inherit the abundant greenery that is the charm of Inagi City, while creating spaces of water and greenery, and nurturing them as a shared asset of the citizens. We will work to preserve important green spaces such as scenic forests and farmland.
At the same time, we will promote greening of public facilities and create new greenery in urban areas.

2 Improving the Appeal of Water, Greenery, and Parks

We will maintain and manage parks through collaboration with citizens, striving to create attractive parks where everyone can gather.
In addition, we will enhance the dissemination of information that utilizes the network of water and greenery spreading throughout the city, working to provide spaces where citizens can relax and enjoy.

(3) Vibrant Community Development and Promotion of Attractions

Aiming for a vibrant and bustling town, we will promote lively and interactive agriculture, commerce and industry that allows visitors to feel the excitement and energy while enabling citizens to achieve a rich life, and sports and recreational activities that everyone can enjoy healthily and abundantly throughout their lives. We will work to revitalize all of these areas and promote the overall enhancement of attractiveness through mutual collaboration.
Additionally, in conjunction with activities by citizens and the administration, as well as the activities of the Inagi City Tourism Association, we will integrally promote the creation of vitality and liveliness while disseminating the town's charm both inside and outside the city.

1 Promotion of Sustainable Urban Agriculture

Amid the ongoing challenges such as the reduction of farmland due to urbanization, a lack of successors, and changes in the surrounding environment, the agricultural environment in Inagi City remains severe. In order to not only supply agricultural products but also to promote environmental conservation, disaster prevention, the formation of a pleasant landscape, and provide opportunities for agricultural experiences and interactions, farmers, citizens, agricultural organizations, and the City Administration will deepen mutual understanding and strive to utilize farmland. Through collaboration with other industries, we aim to promote sustainable and vibrant urban agriculture.

2 Revitalization of Commerce and Industry

In commerce, we aim to create an attractive commercial space by supporting the revitalization of shopping streets and small stores, as well as attracting small to medium-sized commercial establishments around the station. Furthermore, while responding to changes in the commercial environment within the city, we will also work on revitalizing shopping streets through collaboration with other industries and tourism, promoting commercial activities to make life more convenient and enriching.
In industry, while deepening citizens' understanding of manufacturing, we will strive to nurture business operators by supporting human resource development and adaptation to new technologies, ensuring stable management can continue.
Additionally, through support for diverse working styles and business startups within the city, we will promote the creation of an environment where people can work vibrantly in the city.

3 Promotion of Sports and Recreation Activities

Aiming for "One Sport per Citizen," we will ensure that all citizens have opportunities to easily enjoy sports and recreational activities throughout their lives, as well as opportunities to engage with the appeal of professional sports and develop an interest in sports.
We will also cultivate "supporters of sports" and promote sports to enhance health, improve competitive abilities, and further promote intergenerational exchange from children to Older Adults, striving for community revitalization through sports.
Furthermore, leveraging the heightened enthusiasm generated by the cycling road race course established for the Tokyo 2020 Olympic and Paralympic Games, we will further permeate the growing awareness of sports and work towards establishing it as a legacy, promoting attractive Community Development through the utilization of sports.

4 Promotion of Community Development through the Creation of Vibrancy in Tourism

Utilizing the rich satoyama and natural environments such as the Tama River and Misawa River in Inagi City, we will enhance the appeal of existing historical heritage, cultural properties, and tourism resources related to cultural and artistic activities, while also conducting new discoveries. By connecting various activities in related fields such as agriculture, commerce, sports, and civic activities to tourism, we aim to revitalize and sustain tourism. Additionally, in conjunction with the expansion of Yomiuriland and the establishment of TOKYO GIANTS TOWN (tentative name), we will collaborate with relevant parties to attract visitors to the city. Furthermore, centered around the Inagi City Tourism Association, we will enhance the attractiveness of events by collaborating with citizens who have civic pride, related activity groups, businesses, and educational institutions such as universities.
Moreover, by promoting tourism collaboration with surrounding areas, we will increase the population of visitors and enhance mobility, thereby stimulating the local economy and creating vibrancy in the town. Through this, we will promote community development in tourism by communicating the charm of the town both inside and outside the city.

4 Urban Infrastructure Development, Firefighting, and Crime Prevention - A town where everyone can live safely and comfortably in Inagi

Inagi City boasts a rich urban environment harmonized with abundant water and greenery, while also offering excellent transportation convenience to the Tokyo metropolitan area and surrounding cities. Leveraging the advantages of a good environment and transportation convenience, we aim to create a safe and comfortable community to live in.
Furthermore, in response to disasters and crimes that threaten citizens' lives, we will promote Community Development based on the improvement of individual awareness and local activities, in collaboration with related organizations, to create a town where people can continue to live safely and securely.

(1) Community Development for Safe Living

Utilizing the characteristics of the community and the rich resources of water and greenery, we will carry out planned land use and integrated development of urban areas through the Land Readjustment Project, aiming to revitalize various hubs such as around the station.
In addition, we will work towards the regeneration of existing urban areas and promote sustainable Community Development that allows for generational change in a settled manner.

1 Promotion of Planned and Appropriate Land Use

To promote planned and appropriate land use for safe, secure, and comfortable Community Development that utilizes the characteristics of the region and its rich water and green resources.
In addition, to create a comprehensive living environment, taking into account the progress of urban development, we will advance changes in land use zones and the expansion of the District Plan, as well as enhance the comfort of the urban environment and the beauty of the streetscape.

2 Urban Area Development

We will promote integrated development of urban areas through the Land Readjustment Project and other initiatives to create a good living environment and improve Public Facilities.
For each hub around the station and other areas, we will aim to cultivate a city with high functionality and convenience, combining commercial, business, and residential uses.

3 Urban Revitalization

As the aging of the diverse housing supplied through projects such as the Tama New Town Project and the Land Readjustment Project progresses, we will accurately grasp the changing needs of citizens regarding housing and community in light of recent challenges such as declining birth rates, an aging population, and nuclear families. Based on this understanding, we will work on the regeneration of communities where various households and generations can smoothly transition and live together, including support for the revitalization of aging housing complexes.

(2) Development of a Convenient and Comfortable Living Environment

In order to enhance the convenience of citizens' lives, we will work on improving road infrastructure, as well as enhancing public transportation and bicycle usage, aiming to improve the traffic environment.
Additionally, by developing sewerage systems, we will create a sanitary living environment and promote comprehensive flood control measures, advancing community development where everyone can live safely and comfortably.

We will request relevant agencies to promote the development of wide-area trunk roads connecting surrounding cities. For roads that are closely related to the daily lives of citizens, we will advance the development of the road network, including road widening and considerations for traffic safety and disaster prevention.
Additionally, to maintain roads that everyone can use with peace of mind, we will strive for the planned maintenance and management of road facilities.

2 Improvement of Transportation Environment (Mobility)

We will request the business operators of public transportation, such as railways and route buses in the city, to enhance the convenience and safety of public transportation and to improve facilities that are easy for all users to access. We will also coordinate with relevant organizations regarding projects aimed at enhancing regional railway transportation, such as the passenger service of the JR Musashino South Line.

To protect the lives and property of citizens from flooding damage caused by heavy rain and repeated typhoons, we will promote the improvement of rivers and waterways. In the improvement process, we will not only consider flood control and water utilization but also take into account the enjoyment of citizens and the ecosystem, while advancing comprehensive flood damage countermeasures in conjunction with the improvement of rivers and waterways.

We will enhance the firefighting system to respond to the super-aged society and nuclear family society, and we will systematically develop firefighting mobility that accurately responds to changes in the times, anticipating the occurrence of the Tama Fault earthquake and heavy rain disasters.

Additionally, we will work to improve citizens' first aid skills and strengthen collaboration with medical institutions, including the Inagi City Hospital, which serves as a secondary emergency medical facility, to enhance the regional emergency medical system.

Amid concerns about significant human and material damage caused by large-scale earthquakes and concentrated heavy rainfall, we will promote the enhancement of disaster prevention awareness among each citizen and the establishment of a mutual assistance disaster prevention system led by citizen-led disaster prevention organizations. Along with creating an environment for local disaster prevention measures, we will promote community development that is resilient to disasters.

4 Promotion of Crime Prevention Activities

Aiming for a safe and secure society, the Inagi City Safety and Security Community Development Promotion Council, along with the police station, crime prevention association, Neighborhood Associations, crime prevention volunteer organizations, and the administration, will work together to further enhance the community's crime prevention capabilities, which have been elevated by the high crime prevention awareness of each citizen. Furthermore, by actively expanding voluntary and practical activities towards local issues and objectives, we will promote crime prevention activities as a community.
