"Act on Promotion of Elimination of Buraku Discrimination" was enacted

On December 16, 2016, the “Act on Promotion of Elimination of Buraku Discrimination” was promulgated and enforced.
This law states, ``Buraku discrimination still exists today, and in light of the fact that the situation regarding Buraku discrimination is changing with the progress of information technology, Japan guarantees the enjoyment of basic human rights for all citizens. It is an important task to eliminate Buraku discrimination based on the principles of the Constitution and with the recognition that Buraku discrimination is unacceptable.” It clarifies the responsibilities of Buraku, and stipulates specific measures such as enhancement of the consultation system, education and enlightenment, and surveys related to the actual situation of Buraku discrimination.

1 Basic Philosophy

This must be done with the aim of realizing a society free of Buraku discrimination by striving to deepen this understanding.
2 Responsibilities of national and local governments
(1) In accordance with the basic principles, the national government takes measures to eliminate Buraku discrimination and has the responsibility to provide information, guidance and advice necessary for promoting measures taken by local governments to eliminate Buraku discrimination. have.
(2) Based on the basic principles, local governments should work with the national government and other local governments to resolve Buraku discrimination in accordance with the actual situation of the region, based on an appropriate division of roles with the national government. 3 Enhancement of consultation system
(1) The national government shall strive to improve its system to appropriately respond to consultations regarding Buraku discrimination.
(2) Local governments shall strive to improve their systems to appropriately respond to consultations regarding Buraku discrimination, based on the appropriate division of roles with the national government and in accordance with the actual circumstances of the region.
4 Education and awareness
(1) The national government shall provide necessary education and enlightenment to eliminate Buraku discrimination.
(2) Based on an appropriate division of roles with the national government, local governments shall endeavor to provide necessary education and enlightenment in order to eliminate Buraku discrimination according to the actual situation of the region.
5 Survey on Buraku Discrimination
In order to contribute to the implementation of measures to eliminate Buraku discrimination, the national government shall, with the cooperation of local governments, conduct a survey on the actual situation of Buraku discrimination.
