Faction composition

Just as each person has a different way of thinking about things, members of the Diet also have different ways of thinking and opinions about municipal administration. However, since Congress is a collegial decision-making body, decisions are made by the majority. Political parties and members of parliament with similar ideas and opinions come together to effectively reflect their ideas in city government. This group is called a "group".
