QuestionI would like to know about the pensions available for individuals with hearing and speech disabilities.

Response

There is a Disability Basic Pension.
The Disability Basic Pension is provided to those who meet the eligibility requirements and apply when they have a certain disability.

Eligibility for Benefits

Eligible Individuals

  1. Those who have a first consultation date (the date of the first visit to a physician or dentist) while enrolled in the National Pension
  2. Those who were enrolled in the National Pension, have a residence in Japan, and have their first consultation date between the ages of 60 and 65
  3. Those who have their first visit before reaching the age of 20 before joining the National Pension
  • Note: Benefits are provided for those who are in a disability status of Grade 1 or 2 as defined by the national disability classification table on the disability certification date (generally the date that is 1 year and 6 months after the initial examination date, or the later date between 1 year and 6 months after the initial examination date or the date of reaching 20 years old for those who fall under category 3). Benefits can also be claimed if the individual did not meet the criteria on the disability certification date but attained a Grade 1 or 2 disability status by the day before turning 65.
  • Note: For those who fall under category 3, if the individual has an income above a certain amount, either the full amount or half of it will be suspended.

Payment Requirements

  1. There should be no more than one-third of the insured period from two months before the initial consultation date to the day before the initial consultation date during which premiums were unpaid.
  2. If the initial consultation date is before March 31, 2026, there must be no periods of premium arrears in the year leading up to the day before the initial consultation date, up to the month before the initial consultation date.

Note: You must meet at least one of the above conditions.
