I called 119 from my mobile phone from Inagi City, but the call was made to the fire department of another city. Why?

If you call at the border of an adjacent city, you may be connected to 119 in another city depending on the radio wave conditions. Even in that case, you can transfer the call to 119 in Inagi City, so please do not hang up.
