Medical expenses subsidy system for single-parent families

The Tokyo metropolitan government subsidizes the medical expenses of single-parent families as part of welfare measures aimed at supporting independence for single-parent families.
Please apply if you are eligible.

Eligibility (single-parent households)

Those who are in a single-parent household due to divorce (explanatory note 1), and are raising children (explanatory note 2) until the end of the fiscal year when they reach the age of 18. However, children in child welfare facilities, children entrusted to foster parents, and welfare recipients are excluded.
In addition, although the requirements are based on the nationally common child rearing allowance, there are no restrictions on receiving pensions, unlike allowances.

Note 1: For example, the following households

  • Divorced father or mother
  • father or mother died
  • missing father or mother
  • Father or mother has run away from home for more than a year
  • Father or mother has received a DV protection order from the court
  • Father or mother has been detained by law for more than one year
  • Raising children born out of wedlock
  • Raising a child who is not supported by a father or mother
  • Father or mother has more than a certain level of severe disability

Note 2: Children under the age of 20 with a certain level of disability are eligible.

Scope of grant

Of the medical expenses covered by health insurance for children and single parents,

  • 20% subsidy for households subject to resident tax (10% for self-pay)
  • 30% subsidy for resident tax exempt households (no self-pay)

However, medical examinations, vaccinations, orthodontics, meal charges for hospitalization, extra bed charges, additional charges for the first visit of unintroduced patients at Inagi City Hospital, etc., are not covered by insurance.

Note: There is an upper limit on the copayment amount.

If your income is above a certain level, you will not be eligible for the subsidy for one year from January 1st of the year after the year in which the income was earned.
The amount of income limit to be applied varies depending on the status of single-parent households. In addition to the child's parents, the grandparents who live together with the child are referred to as those who are obliged to support the child as described in 3 below, and income limits are set.
1 Fathers or mothers of single-parent households and caregivers who are raising children other than orphans → Mothers or fathers, etc. column in the table above (persons other than those below apply)
2 Income restrictions for caregivers raising orphans → Caregivers of orphans in the table above (those raising children whose parents are deceased or whose life or death is unknown)

Application method

Please bring the following documents with you to apply.

2 Something that shows the account number of the financial institution in the applicant's name (passbook, card, etc.)
3 Copy of family register Note: However, when recipients of child rearing allowance present their certificates, they may be able to omit document 3.
4 My Number Confirmation Documents Note: You will need to write your My Number on the application form at the time of application.

Subsidy method

When you visit a medical institution, you can receive a subsidy for a portion of the medical expenses covered by your health insurance by submitting your single-parent household medical certificate and health insurance card together at the medical institution's counter.
When visiting a medical institution that does not provide treatment under this system, such as a hospital located outside of Tokyo, please pay the insurance co-payment in advance and bring the following documents to the city counter later. Please apply and we will transfer the money to your account at a later date.

4. Information about the branch name and account number of the financial institution to which the transfer will be made. Note: If you are incurring other special medical expenses, additional documents may be required, so please contact us.

Injury caused by the actions of others (third-party actions)

If you were injured due to the actions of another person and used your medical certificate together with your health insurance card, please contact the child care support section of the city hall.
Inagi City will send a document to the perpetrator to claim the costs.

Regarding payment of high-cost medical expenses

If your copayment exceeds the maximum copayment amount, you can apply for a refund at a later date. If you fall under any of the following items 1 to 3, please contact the Child Care Support Division.
1 When the total outpatient copayments paid by each individual exceeds 18,000 yen per month
2 If the total co-payment (hospitalization/outpatient visits) paid by each parent household exceeds 57,600 yen per month (if it exceeds 57,600 yen three times or more within the past 12 months, from the fourth time will be considered as “multiple times” and the upper limit will be reduced to 44,400 yen)
3 If the total outpatient copayments paid by each individual (excluding the amount paid in 1 and 2) exceeds 144,000 yen in a year (calculated for the period from August 1st to July 31st of each year) )
